A detailed generic plan for recovery operations following a disaster in the Noosa Shire was
approved by Council on 2 July 2015. This plan addresses all aspects of recovery from a disaster
event.


11.6.1 Recovery plan for a specific event
As soon as possible after a disaster has occurred and the LDRC is activated, the Chair of the
Recovery Committee will present a specific recovery plan for that particular event for the Local
Group’s endorsement.

This plan will outline a process for supporting affected communities in the reconstruction of
physical infrastructure, restoring the economy, rehabilitation of the environment, and support for
the emotional, social and physical wellbeing of those affected by disaster events.

It will detail:
    • Governance arrangements for the LRC and sub-committees if required
    • Recovery objectives and a timetable for action
    • Appointment of recovery manager(s)
    • A community engagement and communication plan
    • Economic recovery action plan
    • Environmental recovery action plan
    • Human-social recovery action plan
    • Infrastructure recovery action plan
    • Reporting and evaluation procedures

This plan will be developed with representatives of essential service and infrastructure providers
and with the assistance from each of the Queensland Government lead agencies. It will be
designed to respond to the specific circumstances of that event. The State agencies who will be
consulted and involved in the development of the plan have been identified as follows:

Social and social recovery:   Department of Communities, Child Safety and Disability Services

Economic recovery:            Department of Tourism, Major Events, Small Business and the
                              Commonwealth Games

Environmental recovery:       Department of Environment and Heritage Protection

Infrastructure recovery:      Department of State Development, Infrastructure and Planning;
                              Department of Housing and Public Works
