RECOMMENDATION
That Council note the report by the Senior Property Officer to the Planning & Organisation
Committee Meeting dated 22 July 2014 and:
A. Proceed to commence negotiations to transfer the building licence on which the Noosa
Landcare Building is located at 2 Station St Pomona to Noosa and District Landcare
Group (NDLG) Inc (i.e. Option 1).
B. Provide a further report on the outcome of the negotiations and a recommended
course of action to finalise the arrangement at the site.
REPORT
Council purchased the building (formerly a CWA Restroom) located at 2 Station Street,
Pomona in 1992. The building was to be moved by Council at a later date to form part of a
future historical precinct with land made available from Queensland Rail (QR).
As the building has not been relocated Council has effectively purchased the licence to use
the building as QR own the land on which the building is located.
Subsequent to the Council purchase, NDLG wrote to Council requesting use of the building
for storage, meeting and office space until such time as the building was relocated to the
proposed historical precinct. A licence to occupy the building was granted to the group by
Council on 1 May 1992.
Rental History
1. QR currently offers Council a licence term of 1-3 years for the use of the building.
When the previous renewal was due Sunshine Coast Regional Council opted for a 1
year licence term as it was considering transferring the buildings licence to NDLG to
manage directly with QR. The last licence expired 30 June 2014.
2. The total annual rental for the land (2014/15) is $7,101.18 and is currently subject to
an annual increase of 5% per annum. The rental figure includes a mandatory
administration fee of $850 which is required to be paid at the time of commencement
of each tenure term. The QR invoice to Council for 2014/15 has been paid in
accordance with QR requirements.
