1 Introduction
1.1 Background
TTM Consulting has been engaged by Altum Property Group to prepare a traffic engineering report
investigating a proposed residential development at 101-105 Eumundi Noosa Road, Noosaville.
It is understood that a Material Change of Use application was recently lodged with Noosa Shire Council (and
approved) for 34 multiple dwellings.
Altum Property Group has now purchased the adjoining land at 99 Noosa Eumundi Road. It is understood
that a Change (Other) application to the existing approval, incorporating this additional land, is to be lodged
with Noosa Shire Council for 53 multiple dwellings.
1.2 Scope
This report investigates the transport aspects associated with the proposed development. The scope of the
transport aspects investigated includes:
• Parking supply required to cater for development demand
• Parking layout to provide efficient and safe internal manoeuvring
• Identification of likely traffic volumes and traffic distribution from the future development and the likely
traffic impact of development on the public road network
• Access configuration to provide efficient and safe manoeuvring between the site and the public road
network
• Internal road layout to provide efficient and safe internal manoeuvring for service vehicles
• Suitability of access and internal facilities to provide for pedestrian and cyclist operation
• Access to suitable level of public transport
To assess the proposed transport arrangements, the development plans have been assessed against the
following guidelines and planning documents:
• Noosa Shire Council Planning Scheme, specifically:
- Driveways and Parking Code
- Transport Code
- PSP 9 Waste Management
• Australian Standard 2890

1.5 Access
The development plan includes the following access arrangements:
• Eumundi Noosa Road access located at the western side of the subject site. The characteristics of this
access include:
- Type B driveway access (IPWEAQ)
- 6.2m wide at the property boundary
- Priority control
- All turns permitted
1.6 Parking
The development proposal includes a total of 84 parking spaces as follows:
• 60 resident spaces, which are located on-grade
• 13 resident spaces, which are located via garages
• 13 visitor/general spaces, which are located on-grade
• 1 PWD space, located on grade, adjacent to the access driveway
1.7 Service Vehicles
All service vehicles will enter and exit the site in a forward gear via Eumundi Noosa Road, with a single
reversing manoeuvre to be performed onsite for a turnaround provision. The largest design vehicle is a 9.9m
waste collection vehicle (WCV).
1.8 Pedestrians
A pedestrian path is provided on the south-eastern boundary, between buildings 6 and 7. The pedestrian
path is provided in front of the visitor spaces and connects to the internal driveway.
Internal footpath connections are provided from the internal driveway to the front door entrances of the
multiple unit dwellings.

2 Existing Transport Infrastructure
2.1 The Road Network
The roads in the immediate vicinity of the site are administered by Noosa Shire Council. The hierarchy and
characteristics of roads in the immediate vicinity of the site are shown below in Table 2.1.
Table 2.1: Local Road Hierarchy
Road Speed Limit Lanes Classification
Eumundi Noosa Road 60kph 2 (divided) Distributor
Goodchap Street 60kph 2 (undivided, plus parking) Distributor
Headland Drive 60kph 2 (undivided, plus parking) Collector
Eumundi Noosa Road has a road reserve width of 30m, with a 11.5m-12.5m wide carriageway at the site
frontage. Kerb and channel is constructed on the eastern side of the road only. The intersections of Eumundi
Noosa Road with Goodchap Street and Gibson Road are roundabout intersections. Eumundi Noosa Road and
Headland Drive is a priority controlled intersection.
2.2 Road Planning
TTM have reviewed Council’s Local Government Infrastructure Plan (LGIP) mapping for future road network.
It is understood that there are several roadway projects within the wider road network. However the road
network upgrades in the immediate vicinity of the site as follows:
• R10 (upgrade roundabout capacity) at the intersection of Eumundi Noosa Road / Walter Hay Drive and
estimated to be completed 2021-2026.
• R05 (upgrade roundabout capacity) at the intersection of Eumundi Noosa Road / Gibson Road and
estimated to be completed 2021-2026.
• PW17.1 (pathway widening) on Eumundi Noosa Road for part of Ventura to Goodchap Street.
It is understood that there are no land dedication requirements for the subject site resulting from these
upgrades.
Eumundi Noosa Road is identified as an existing trunk road on Council’s LGIP mapping.
2.3 Public Transport and Pedestrian Facilities
Buses
Translink has bus routes (628, 630, 632) that utilise Eumundi Noosa Road, with the nearest on-street bus
stop being located approximately 50m to the north of the site. Services to Tewantin operate approximately
every 60 minutes in peak and non-peak periods.

3 Site Access Arrangements
3.1 Proposed Access Arrangements
Table 3.1 details the site access design and location standards, proposed provisions and compliance.
Table 3.1: Noosa Eumundi Road Access Requirements, Proposed Provisions and Compliance
Design Aspect Council Requirement Proposed Provision Compliance
Minimum Intersection Separation 6m from tangent point of kerb 16m west Compliant
22m east (to pedestrian crossing) Compliant
Pedestrian Visibility Splays 2m x 2.5m on exit side 2m x 2.5m on exit side Compliant
Sight Distance - 60kph Desirable – 83m 108m to south Compliant
Minimum - 65m >90m to north Compliant
Design Type Type B2 (IPWEAQ) Type B2 (IPWEAQ) Compliant
Width/ Entry and Exit Widths 6-9m 6.2m Compliant
Minimum Queuing Provisions - 1 car (8.4m) See note below
Gradient of first 6m 1:20 (5%) Generally Flat Compliant
The proposed access arrangements generally comply with Council requirements, however the following item
is resolved with a performance solution.
Queuing
The development proposal provides 8.4m queuing (1 car) to the proposed first conflict point.
As detailed further in Section 6, it is expected that the peak vehicle movements into/out of the site will be
17vph during the peak-hour periods. The probability (using the Poisson distribution method) of more than 1
vehicle entering the site at the same time (or say within a 30 second period whilst a car is manoeuvring
in/out of initial parking spaces) and all requiring to queue in advance of the first internal car parking space,
extending back onto Eumundi Noosa Road, is less than 1%. As such, the proposed internal queuing capacity
of 1 vehicle is sufficient to cater for the 99th percentile entry queue of the site and is therefore considered
acceptable.
With respect to entry queue capacity, it is noted that the car parking areas accessed from this driveway will
comprise of low-turnover residential and visitor parking spaces. It is also proposed that the first parking
spaces within the site will be residential and PWD parking, which are expected to only turn over 1-2 times a
day. Therefore, the probability of a car manoeuvring from these spaces at the same time as another car
trying to enter/exit will be low.
Overall, the proposed access arrangements are considered suitable for the proposed development and ‘fit
for purpose’.

Page 12
3.2 Left-In / Left-Out Access Provision In accordance with the current MCU application approval over the site issued by Noosa Council, the development restricts turns at the site access to a left-in / left-out arrangement. As per the approval conditions, the existing refuge island at the pedestrian crossing is to be extended 5m north of the driveway. The 5m is to extend from the edge of the driveway, as demonstrated in TTM’s drawing 20BRT0747-03D and 04B. Note that this is a concept functional layout to demonstrates right turns will be restricted. The line marking for the southbound lane, from the pedestrian crossing to the bus stop, is to be reconfigured to be consistent with the existing arrangement on the northbound lane. It is noted that the minimum bicycle lane width at the pedestrian crossing is 1.2m. The southbound lane configuration includes a 3.3m through lane and 1.5m bicycle lane, which is the desirable width outlined in Section 5.1 (table 5.5) of Part 6A of the Austroads Guide to Road Design – Paths for Walking and Cycling. It is noted that a bicycle path ranges from a minimum 1.2m-2m. A swept path analysis of the WCV and a B85 access movements are demonstrated in TTM drawings 20BRT0747-01D and 20BRT0747-02D. These drawings show that the crossover design suitably accommodates the WCV and B85 vehicles with the proposed functional design layout of the median. incl. 1 PWD space
- 5 spare spaces
Total 75 87
In accordance with the BCA requirements, class 1 & 2 buildings do not require PWD bays. Despite this, the
development proposes 1 PWD (Class 5) parking space and therefore exceeds the BCA requirement.
The development also provides one car wash bay for residents adjacent to the pool.
The proposed parking supply exceeds the Council requirements and are, therefore, considered suitable.
4.2 Car Park Layout
Table 4.2 identifies the characteristics of the proposed parking area with respect to the Council
requirements. The last column identifies the compliance of each design aspect. Where compliance with
Council is not achieved, further information is provided below.
Note the revised plans have been updated to demonstrate internal door openings no longer impact car
spaces.

5 Service Vehicle Arrangements 5.1 Council Requirements For the proposed development, Council requires that adequate provision is made for the standing, parking, loading and unloading, access and manoeuvring of service vehicles within the development site. 5.2 Proposed Service Vehicle Arrangements and Their Adequacy Access is provided for the largest design vehicle, a 9.9m WCV. Provision is to ensure that: • The vehicles can enter and leave the site safely in a forward direction. • The vehicles can traverse the site on circulation roads and aisles to access service areas. • The vehicles can manoeuvre on-site to allow parking and loading or unloading on the circulation road. Service vehicles up to and including a 9.9m WCV are able to enter/exit the site in a forward motion via Eumundi Noosa Road. The WCV vehicles will perform single reversing manoeuvre to turnaround onsite. A swept path analysis for the 9.9m WCV design vehicle has been performed to demonstrate safe manoeuvring of the vehicles, as shown in drawing 20BRT0474-01D in Appendix B. Given that these larger service vehicle movements are expected to occur outside of peak hours, the internal traffic flows will be very low, this is not expected to have an impact on the internal operation of the site. All internal onsite design complies with 2890.2-2002 Parking Facilities Part 2 Off-street commercial design. Site: 99, 101 & 105 Eumundi Noosa Road, Noosaville 14 Reference: 20BRT0474
Page 16
6 Traffic Impact Assessment 6.1 Estimated Development Traffic Generation and Distribution The NSW RTA, Guide to Traffic Generating Developments, recommends using specific generation rates for planning purposes and has been used as the basis of this assessment. Application of these rates to the existing and proposed development is provided below: • Weekday peak hour vehicle trips = 0.65 per dwelling The proposed development traffic equates to 35vph (in+out). The inbound / outbound distribution of development traffic is based on the following: • 20% of development traffic is inbound in the AM Peak, with the remaining 80% outbound • 80% of development traffic is inbound in the PM Peak, with the remaining 20% outbound 6.2 Potential Traffic Impacts Based on this distribution, the development is expected to generate 28 outbound vehicles and 7 inbound vehicles in the AM peak hour. Note that the inbound/outbound distribution will be reversed in the PM peak hour. This generation equates to approximately 1 vehicle entering or exiting the site every 2 minutes during the peak hour periods. This increase in traffic is not considered to significantly impact the operation of the external road network given that it will distribute between all directions once arriving at the Eumundi Noosa Road / Goodchap Street roundabout and further into the local road network. Therefore, a detailed assessment is not considered to be warranted. Site: 99, 101 & 105 Eumundi Noosa Road, Noosaville 15 Reference: 20BRT0474
Page 17
7 Active Transport 7.1 Public Transport Access to public transport from the site is considered adequate, due to the presence of a bus stop on Eumundi Noosa Road approximately 50m north of the site, and its connectivity to Tewantin. 7.2 Pedestrians 7.2.1 Proposed Pedestrian Access Pedestrian access to the site is considered suitable with a pedestrian access point available along the south western site frontage. Additionally, due to the nature of the development, vehicular movements are expected to be low volume and low speed. As such, shared use of the vehicle access and circulation aisle for pedestrian movements is considered to be appropriate and acceptable. 7.2.2 Pedestrian Crossing The proposed access provides an increased separation between the existing pedestrian crossing. Therefore, safety and sight distances have improved and considered to be a better outcome. 7.3 Cyclist Requirements The site has access to on-street cycling facilities, with dedicated cycle lanes located on Eumundi Noosa Road. There no planning scheme requirements for cyclist and end of trip facilities for this development. Site: 99, 101 & 105 Eumundi Noosa Road, Noosaville 16 Reference: 20BRT0474
Page 18
8 Summary and Conclusions 8.1 Vehicular Site Access The development proposal will remove three existing driveway accesses and provide a 6.2m wide type B2 crossover. The crossover is proposed to restrict movements to a left-in / left-out arrangement. The driveway is located approximately 22m from the pedestrian crossing (at the kerb) and is designed in accordance with Council requirements. The on-site queuing provisions will contain one vehicle within the development and is therefore deemed to be appropriate. 8.2 Car Parking Arrangements The proposed parking supply for the site exceeds Council accepted parking requirements. The parking layout, as a minimum, complies with Council requirements. Overall, TTM considers the proposed car parking arrangements for this development are adequate. 8.3 Impact on Surrounding Road Network Assessment of the proposed development indicates that the development will not have a significant impact on the road network. The existing refuge island at the pedestrian crossing is proposed to be extended north along Eumundi Noosa Road to restrict traffic movements to a left-in / left-out arrangement. Further detail and design options will be subject to detailed design and operational works. No additional mitigating road works are required. 8.4 Service Vehicle Arrangements Servicing for this development will be facilitated in the circulation aisles, accessed off Eumundi Noosa Road. The largest design vehicle, a 9.9m WCV, can manoeuvre on site in order to enter and exit in a forward gear, with a single reversing manoeuvre to be performed for turnaround provisions. Overall, the proposed service vehicle arrangements are considered adequate to meet the needs of the proposed development. 8.5 Active Transport Facilities The current public transport infrastructure and proposed site provisions for pedestrian facilities is considered adequate for the development. 8.6 Conclusion Based on the assessment contained within this report, TTM see no traffic engineering reason why the relevant approvals should not be granted.
