EXECUTIVE SUMMARY
Nil.

RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 12 June
2015 detailing the proposed Noosa Council Organisational Structure and request staff to make any
required amendments to the document and present it for adoption at the Special Meeting on 29 June
2015.

REPORT
Although not a statutory requirement, it is good management practice for the Council to re-adopt its
organisational structure each year at the time the Council adopts its Operational Plan and Budget.
This ensures that the Council has an up to date structure which reflects the resources allocated
(budget).

The attached organisational structure identifies Equivalent Full Time staff (EFT) for each Department
and Branch. Once adopted by Council, that cannot be changed without a Council decision.

The proposed organisational structure for adoption by Council is not significantly different from that
adopted by the Council in June 2014. The Executive Manager has been through a detailed analysis
of every position reconciling last year’s adopted structure to the proposed structure for this year.

The key points to note are:
 Total EFT last year was 344 and the total EFT this year is proposed as 345;
 The draft organisational structure reflects
   (i) Council decisions made during the year (eg. electrician); and
   (ii) Proposed positions identified through the new initiative process.
 There are no redundancies proposed in the structure;
 Vacant positions not required but which were in the 2014 adopted structure have been abolished
   (i.e. Noosa Biosphere Officer, Noosa Junction Project Officer and a vacant Building Certifier
   position). This equates to 3 EFT;
 Additional positions equating to 4 EFT have been included (ie Electrician, Administrative Position
   in Waste Services, two EFT in Customer Service – one full time and the equivalent of one position
   in additional casual salaries);
 The Local Laws Branch has be re-named;
 Local Laws, Environmental Health and associated administration positions are currently being
   examined via a Service Review which is likely to be complete in the next few months. The
   structures in these areas may need to change once that Service Review is complete and that will
   be reported to Council.

                                                                                               Page 11 of 12
