Author Project Officer – Transport, Transport Infrastructure Management
SUMMARY/PURPOSE
The purpose of this report is to provide additional information on past Free Holiday Buses
customer surveys, and financial implications of the proposed Easter services.
PREVIOUS COUNCIL CONSIDERATION
A report on this matter was considered by the Infrastructure & Services Committee on
28 January 2014. A further report was sought to provide more information on the following:
Financial implications
Analysis of previous Free Holiday Buses customer surveys.
REPORT
Previous Survey Analysis
The Free Holiday Buses initiative has been assessed over a number of years to determine the
level of support from users, and to ascertain the means by which passengers are hearing about
the initiative. The use of face to face and online customer feedback surveys have been the
principal research tool to obtain results. The survey results confirm there is strong public support
for the initiative from both regular public transport users and from non-users. The questions from
the Xmas 2013/14 customer feedback survey are attached (Attachment 1).
Key results from the previous region-wide Christmas Free Holiday Buses passenger surveys
indicate a consistency in responses. See Table 1 below for key results of survey analysis over
the last four years.

Customer feedback surveys cannot identify the actual number of passengers taking up public
transport as a result of the initiative or the effect on traffic volumes in the precinct. As detailed in
the report to the Infrastructure & Services Committee Meeting dated 28 January 2014, the data
provided by TransLink and the Operator clearly demonstrates an increase in passenger numbers
when services are offered free of charge.
In 2010, Noosa Easter Free Holiday Bus services carried 250% more passengers than regular
scheduled services over the Easter period in 2011, 2012 and 2013. Based on patronage
increases on Noosa services when free, it is realistic to assume a reduction in private vehicle
trips of a similar scale.
With the consistency of information received from customer surveys to date, Councillors may
resolve to remove the requirement for customer surveys over the Easter period, resulting in an
estimated saving of $7,000, and continue to monitor the success of the program through
passenger data only. It should be noted that the survey data on hand is Sunshine Coast wide,
and as such it is recommended that a customer feedback survey be undertaken specifically for
the Noosa area for comparative purposes moving forward.
BUDGET & FINANCIAL ASPECTS
The Acting Director Organisational Services has advised that approximately $147,000 remains
unallocated from the Public Transport Levy 6 month budget revenue of $298,000. Should Council
resolve to proceed with the Easter Free Holiday Buses initiative, additional funds of $74,500 will
be required to be included in the quarterly budget review. Once Council finalises the balance
sheet allocation with Sunshine Coast Council a reconciliation of all reserves including the
Transport Levy reserve will be undertaken.

Author Senior Development Planner
SUMMARY/PURPOSE
A report on this application was considered by the Planning & Organisation Committee on 28
January 2014 (refer Item 4.3, page 17) and was subsequently referred to the upcoming General
Committee meeting. The Committee requested that an alternate resolution be drafted for refusal,
noting that the application is within its decision period. The alternate resolution below has been
drafted accordingly.
REQUESTED RESOLUTION
That Council:
A. Refuse Application No. MCU13/0087 for a Development Permit for Material Change of Use
of Premises (Tavern, Retail Shops & Salons, Offices, Adult Education and Multiple
Dwellings) for the following reasons:
1. The proposal is contrary to the overall and specific outcomes for the Community
Services zone under The Noosa Plan;
2. The applicant has not satisfactorily demonstrated that the Community Services zoned
land should not be retained for uses commensurate with that zone;
3. The proposed tavern and liquor store will adversely impact on the surrounding
amenity and the community’s use of public spaces;
4. The proposed development will result in the loss of public car parking and parkland
area and the loss of public parking is likely to adversely impact on the Noosa Junction
precinct;
5. Insufficient community benefit has been demonstrated to justify the loss of council
owned land; and
6. The proposed development raises significant conflicts with The Noosa Plan and there
are insufficient grounds to justify the conflict with the planning scheme, with no
significant community benefit or urgent need demonstrated for the proposed
commercial and retail uses.
B. Advise the applicant that it withdraws owner’s consent to the application for council’s
carpark at 29 Lanyana Way, Noosa Heads; and
C. Request a further report be presented reviewing the Noosa Junction Placemaking
Masterplan including the Masterplan’s strategies for planning, built form and development
on the Noosa Heads Bowls Club site.
