SEWAGE TREATMENT AND RECYCLED WATER IRRIGATION- NEEDS ASSESSMENT
VIPASSANA CENTRE QUEENSLAND LTD
Future-Plus Environmental has been engaged on behalf of the Vipassana Centre Queensland Ltd to review
the suitability of the current sewage treatment plant (STP) and land application area that services the
accommodation facilities at the Centre.
Overview
The Vipassana Centre is located on land formally known as Lot 6 on RP848414 at 35 Rules Road near
Pomona on the Sunshine Coast, approximately 140 km north of Brisbane and 30km inland from Noosa. The
Centre is surrounded by rural residential properties, farms and subtropical bushland.
The Vipassana Centre Queensland Ltd conducts 10-day residential as well as children’s and teen courses in
Vipassana Meditation. The Centre is listed as a not for profit organisation with the Australian Charities and
Not for profits Commission (ACNC) and is fully operated by volunteers.
The Centres’ current facilities consist of a kitchen and two dining areas, male and female ablutions, 15 guest
and two teacher accommodation blocks, office and meditation hall and an outdoor meditation facility. Other
infrastructure includes the existing sewage treatment plant and access roads and parking. The
accommodation is situated among maintained gardens of lawns and trees and there are three dams (one of
which is dry) located to the west of the facility. Another dam along an unnamed watercourse is located to the
east. The remainder of the allotment is medium to high density vegetation and a waterway is also present to
the east (refer to Figure 1 below). Water for ablutions and irrigation is currently sourced from the dams on site,
while potable water for kitchen requirements and drinking water is sourced from a combination of rainwater
and carted water.

Figure 1: Vipassana Centre Site Layout
The Centre has a ten-year plan to expand the accommodation and facilities and is reviewing the suitability of
the existing STP and land application area as well as assessing the requirements for effluent treatment of the
proposed expansion.
Review of Existing STP and Land Application Area
The existing STP on Lot 6 RP848414 is an Aqua Nova (commercial) that services the current guest and staff
population of up to 70 (maximum 52 overnight guests and additional day users), with the recycled water
currently irrigated via above ground sprinklers to the irrigation area.
The current STP was issued a Compliance Certificate for regulated work (Plumbing and Drainage Act 2002
s.86(6)(a)) by the Noosa Council in September 2005 (Refer to Attachment A).
The historical application or site evaluation was conducted by Edwards & Associates Waste Water
Consultants in June 2005 and assessed the disposal area. The soil assessment included visual observations
and permeability testing and concluded that the disposal area consisted of Soil Category 4 and a suitable
design irrigation rate of 25mm per week in accordance with AS1547:2000 Table 4.2 A. The hydraulic loading
was calculated at 4,000L/day requiring a disposal area of 1120 m2.
Recent flow data obtained from the Centre indicates that total flows treated by the current system are between
72 and 114 litres per person per day. Based on 100% staff and guest occupancy (70 persons) this equates to
total daily flows between 5,040 L and 7,980 L. It is noted that this is an averaged flow and that the likelihood
of exceeding the peak design capacity of the system to our understanding has not yet occurred. The system

would most likely have the buffering capacity to managed higher than average flows, with the pump timing set
to ensure that daily irrigation does not exceed the irrigation area capacity.
Recent evaluation indicates that the system is managing the current flows adequately.
Proposed Expansion and STP and Land Application Area Requirements
Expansion Details
The proposed new accommodation and facilities are located adjacent to the existing and consist of a new
office and off compound meditation hall, a mini hall, two server accommodation blocks, a teacher
accommodation bock, 20 guest accommodation blocks, and two small ablution blocks (refer to Attachment
B). The expansion will increase the guest and staff maximum population from 52 to 129. The Vipassana
Centre Queensland Ltd has indicated that the as part of the expansion a new STP will be installed to service
the existing and new facilities.
Assessment of Sewage Treatment Plant Capacity
The proposed new STP is proposed to be a modular system that can be expanded in accordance with the
staged construction of the Centres proposed development. It is anticipated that additional land will be required
for the disposal of recycled water.
Land Application Area Suitability
A soil investigation was conducted by 19th November 2019 to confirm the soils present on site and the
suitability for future surface irrigation. The investigation found that soils generally comprised gravelly clay from
the surface to 400mm below ground level (bgl), overlying medium to high plasticity orange – brown with traces
of fine to coarse gravel. Test Site 1 was drilled to a maximum depth of 3.1m bgl and Test Site 2 to 2.0m bgl.
Neither test sites intersected groundwater. With reference to AS/ANZ 1547:2012 the soils on site typically
comprise a Category 6 soil type. The soil type on Lot 6 for effluent disposal are suitable with design
considerations. Bore logs and locations of the test sites are available as Attachment C.
Hydraulic Loading
To determine an appropriate hydraulic loading for the design of the new STP and land application area,
consideration has been given to the typical domestic wastewater flows described in:
▪ Chapter 5: Table A of the Planning Guidelines for Water Supply and Sewage 2010; and
▪ Table H4 of Australian / New Zealand Standard 1547:2012 On-site Domestic Wastewater
Management.
The typical waste water flows from this guidance from similar development types is summarised in Table 1
below.

Based on current flow data (72 – 114 L/person/day) it estimated that the expansion (129 persons) will generate
between 18,712 and 13,794 L/day. This is significantly less than the volumes provided by the guidance,
however, is reflected in similar developments that FPE have reviewed. On this basis the adopted hydraulic
loading for the Centre post development is 120 L/person/day to allow for variable flows. This equates to a total
daily flow rate of 15,480 L/day.
Peak design capacity
Given the increase in population and associated flow rates it is anticipated that the expansion will trigger the
requirement for the Centre to obtain a permit for an Environmentally Relevant Activity (ERA).
In accordance with section 63(4) of schedule 2 of the Environmental Protection Regulation 2008, the daily
peak design capacity for sewage treatment works is calculated using the following formulae—
EP = V/200 Where — V is the volume, in litres, of the average dry weather flow of sewage that can be treated
at the works in a day.
The peak design capacity for the development has been calculated using the above formula and the peak
occupancy flows to provide the number of Equivalent Persons (EP). This equates to an EP of 78 at full
occupancy during the Centres residential courses.
With reference to the Environmental Protection Regulation 2008 the following Environmental Authority will be
sought:
ERA 63 Sewerage treatment threshold 1(a)(i) – operating sewerage
treatment works, other than no-release works, with a total daily peak design
capacity of 21 to 100EP, if treated effluent is discharged from the works to an
infiltration trench or through an irrigation scheme.

Land application and area and irrigation system
A MEDLI assessment to determine the size required to adequately assimilate the irrigation of effluent to land
based on the peak design capacity of the proposed STP intended to service the site will be required. The
computer-based model will also validate the capacity of the wet weather storage required to assist in achieving
the sustainable irrigation of effluent to land. MEDLI is a Windows-based, daily time-step water and nutrient
balance model developed jointly by the CRC for Waste Management and Pollution Control, the Queensland
Department of Natural Resources and the Queensland Department of Primary Industries.
It is anticipated that a surface irrigation system will be used distribute treated effluent across the proposed
irrigation area. Standard design details for surface irrigation systems, and required setback distances from
sensitive receptors will be provided as part of the EA application.
Future works required
An application and supporting document for an Environmental Authority will be prepared for submission to the
Department of Environment and Science to install a new on-site STP and effluent irrigation system that is
sufficient to service the existing and new guest and volunteer staff accommodation and supporting facilities.
The supporting document will detail the likely environmental impacts associated with the proposed STP and
the effluent irrigation scheme while demonstrating that each of the potential environmental impacts can be
adequately managed in accordance with relevant legislation, standards and guidelines.
Specifically, the report will include:
▪ A calculation of an appropriate hydraulic loading and design capacity for the proposed STP;
▪ Determination of the minimum required standard of treatment to achieve desired environmental and
public health objectives;
▪ Assessment of potential environmental impacts, including the outcomes of a daily time-step water
and nutrient balance using MEDLI; and
▪ Management measures proposed to address any potential environmental impacts in accordance
with the relevant legislation, standards and guidelines.
A Site Based Management Plan will also be prepared to maintain compliance with environmental authority
conditions, relevant legislation and standards and to minimise impacts to sensitive receptors.
A suitable Operation and Maintenance Manual will be required to achieve the operational components of the
new system, associated hardware and required routine maintenance to achieve ongoing compliance of the
system. This is likely to be prepared by the contractor engaged to install the STP and irrigation area given
that operation and maintenance requirements will vary between different plant designs.

Conclusion
A review of the Vipassana Centre Queensland Ltd occupancy rates and flow data has demonstrated that the
existing STP and land application area are suitable for current operations and meet the requirements of the
Compliance Certificate (Permit number 2003/118) issued by the Noosa Council in 2005.
Preliminary calculations of future hydraulic loading following the expansion of the Centre indicates that the
existing STP will require a significant upgrade or to be replaced and an expansion to the current land
application area will be required regardless.
The site assessment has concluded that there is sufficient area to support the increased land application area
and the soils can support the recycled water at the current irrigation rate of 25 mm per week, however
modelling via a MEDLI assessment based on site conditions to confirm irrigation rate and size is required.
An application to the Department of Environment and Science will be submitted for an Environmental
Authority, most likely an ERA 63 Sewerage treatment threshold 1(a)(i) – operating sewerage treatment works,
other than no-release works, with a total daily peak design capacity of 21 to 100EP, if treated effluent is
discharged from the works to an infiltration trench or through an irrigation scheme.
The application will be accompanied by a supporting document addressing potential environmental impacts
and management measures.
We trust that the details set out above are of assistance. Please address all enquires to either Michael Baynes

Depth = mm below ground level.
P = blows per 100mm penetration with an approved 9kg penetrometer.
Notation such as (SP) refers to the soil description to Table A1 AS1726 ‘Guide to the description
identification and classification of soils’.
Solid lines represent sharp interface between different soil types. Dotted lines represent
gradation form one soil type to another.
Abbreviations used
UTP - unable to penetrate, Bec. – becoming, N.S.L. – Natural Surface Level
Med. – medium, MW - Moderately weathered
EW - extremely weathered, Plast. - Plasticity
No recovery means unable to extract samples from the base of the bore hole because the soil
will not bind in the auger head.
The colour of the soil is often abbreviated, for example Gy = grey Or = orange.
