Issue The landscaping is required to be undertaken in accordance with the Noosa Plan – Landscaping Scheme Policy (MCU16/0139.01 Condition 31) and the Noosa Plan – Landscaping Code. The plants selected do not meet the preferred species lists, includes non-native species and are generally not recreating the existing native vegetation character of the area. The Landscaping Code details performance outcomes that need to be met including for example PO1 – Amenity, PO10 – Species selection and PO13 – Landscaped entry statement. Information Required Provide justification for each of the Landscaping Code performance outcomes and how they have been met. Also amend the landscaping plan plant species and planting design to meet the requirements detailed within the Noosa Plan Landscaping Code and Scheme. Including ensuring the volume of plants proposed will create a ‘dense’ buffer/screen around the perimeter of the lot. Issue MCU Condition 13 requires street fencing to be set back an average of 1 metre from the front property boundary and be either maximum 1.2m height or open construction. The landscaping plan does not provide clear details of the proposed fencing in particular the street front fencing. Information Required Provide clear plans and information that details the proposed fencing and location that meets the MCU Condition 13 requirements. Issue MCU Condition 14 requires the area of land between the fence and the front property boundary to be densely landscaped to provide a screen. The landscape plan is not clear on whether the front fence plant screening is adequate, is located in between the boundary and the fence and meets the condition requirements. Information Required Provide clear landscape plans that include dense screening within the minimum 1m set back between property boundary and fencing. Issue Condition 19 of the MCU requires the site access and driveway crossover to include tree protection features generally in accordance with Brisbane City Council Standard drawing BSD-5204 Revision B dated July 2016. The application material does not include any detail regarding the tree protection features other than what appears to be an indicative mark-up on the landscape plan. Information Required Provide details within the application material and update the plans to include the tree protection feature that meets the requirements stipulated within Condition 19. Issue The landscaping plan does not include the trees to be retained within the road reserve as required under Condition 31a of the MCU Information Required Provide updated landscape plans that includes the trees within the road reserve required to be retained (as per Condition 31a of MCU). Issue Dense landscaping is required within the 4m setback to the eastern boundary (MCU Condition 31b). The landscaping plan does not include adequate dense planting within this 4m setback area in particular the middle section between the two vegetation planting sections as it appears to be turfed to the fence. In addition 4 trees (pot size 45L) are required which are not included within the landscape plan. Information Required Update the landscape plan to include additional planting along the full length of the eastern boundary. And include 4 trees (pot size 45L) within this planting section. Ensure the species meet the preferred plant species (Noosa Plan 2020). Issue The southern boundary is required to be planted with suitable riparian vegetation including species that grow to a minimum height of 4m (MCU Condition 31c). The species selection is not appropriate for the location in particular the majority of the plants identified are not suitable riparian vegetation and are non-native and not included within the Noosa Plan – Landscaping Scheme preferred plant list. Additionally there is a large portion of the boundary that is turfed and not densely screened. Information Required Review the species chosen and update the landscape plan to change the species selection to species that are suitable for the location. Include additional gardens along this boundary to include additional riparian screening plants. Issue The proposed landscaping plan does not include a garden along the full northern boundary (MCU Condition 31d). Information Required Update the landscaping plan to include a garden for the full length of the northern boundary. Ensure this full garden includes appropriate species (Noosa Plan preferred species list) and species numbers to ensure a dense screen. Issue The landscaping plan does not detail the required 45l trees to be planted with one tree to the front of the lift and one tree to the northern side of the entry stairs (MCU Condition 31e). Information Required Amend the landscaping plan to identify the location and species of the two required trees (MCU Condition 31e) ensuring appropriate species are selected. due date for response to information request The due date for providing the requested information is 29 January 2022.
