Traffic Impact Assessment – Commercial Development at Weyba Road, Noosaville CC-3668
1. INTRODUCTION
1.1. Background
Empire Engineering Pty Ltd (Empire Engineering) has been commissioned by Wessel Petroleum Pty
Ltd to prepare a Traffic Impact Assessment for a proposed commercial development located at the
corner of Weyba Road and Mary Street, Noosaville. Previous revisions this report analysed critical
peak hours for a development proposal that included retaining the existing BP service station on the
subject site as well as the addition of a Hungry Jacks fast food restaurant to the site. The current
development application no longer proposes to add the Hungry Jacks restaurant to the site and is
only a revamp of the existing BP service station.
This Traffic Impact Assessment has been prepared in accordance with the approach recommended by
Austroads Guide to Traffic Management Part 12: Traffic Impacts of Developments.
1.2. Purpose of Report
This document aims to identify nodes within the local road network that may be susceptible to
operational or capacity impacts from the development proposal and what mitigation measures, if
any, may be necessary to ameliorate these impacts. This report also aims to address issues associated
with the safe and efficient circulation and movement of the various design vehicles onto and around
the development site.
The detailed design of any aspects of the development, including any specific traffic mitigating works
is outside the scope of this investigation.
1.3. Site Description
The subject site is bounded by a drainage reserve and residential land uses to the north, Weyba Road
to the east , Mary Street to the south and commercial land uses to the west. As can be seen in Figure
1.1, the current site is already in a fully developed state with an existing service station and car
rental outlet operating from the site. Figure 1.2 displays a photograph of the subject site at ground
level. As can be seen in Figures 1.1 and 1.2 the existing service station site has two site access
driveways on Mary Street and a third on Weyba Road. The adjacent car rental site has its own
separate driveway on Mary Street.
The site is located on the north west corner of the roundabout controlled intersection of Weyba Road,
Mary Street and Reef Street.

1.4. Proposed Development
The proposed development plan prepared by Alleanza Architecture Pty Ltd depicts the
redevelopment of the site, including the demolition of the existing structures to make way for a
revamped service station. The proposed development site layout plan is attached to this report as
Appendix A.
From a traffic management perspective the following salient points are noted:
The development will retain 3 of the 4 existing access points to the site, including one each
on Mary Street and Weyba Road and an exit only vehicle access on Mary Street; and
The development site incorporates 7 car parking bays, including one designated persons with
disabilities bay and a service bay for access to the on-site air compressor and water facility.
1.5. Potential Traffic Issues
The potential traffic issues associated with the revamped service station have been identified as
follows:
Traffic operational impacts on the surrounding road network due to increases in traffic
volumes;
Site access issues such as insufficient sight distance at the access points or insufficient
storage space onsite resulting in vehicles storing on the external road network; and
Allowance for sufficient circulation and storage space for relevant design vehicles to enter
and exit the site in a forward gear as well as effectively manoeuvre around the site as
required.
These potential issues will be expanded upon and addressed in the subsequent sections of this report.

Section 8

2. EXTERNAL TRAFFIC OPERATIONAL IMPACTS
The performance of a road network is primarily governed by the performance of the intersections
throughout the network. The critical intersection identified in previous revisions of this report, in
terms of operational impacts from the development proposal, was considered to be the adjacent
roundabout controlled intersection of Weyba Road, Mary Street and Reef Street, refer to Figure 1.1
for aerial photograph. As the development traffic will be further split at this intersection of three
higher order roadways (all sub-arterial road type), it was contended that traffic operational impacts
further downstream would be negligible and the development generated traffic would form part of
the anticipated growth rate of traffic volumes on the road network.
The Hungry Jacks component of the proposal has however been deleted and the service station
component of the development is existing and currently operating from the site at a comparable
scale to the redevelopment proposal. Essentially, all development generated traffic will now be
undiverted drop-in traffic, as the traffic generated by the service station land use has already been
counted and accounted for in the background traffic volumes on the roundabout.
Although the revamped service station will initially present as a more pleasant and functional version
of the existing service station on the site it is fundamentally no different to the existing service
station or any of the other numerous similar service stations in the region. It is therefore not
envisaged that the existing customer catchment area will be increased by the revamp.
It is therefore contended that, operationally the proposed Service Station redevelopment will not
result in a material net increase in existing traffic volumes; therefore there will be no tangible
impacts on the adjacent roundabout controlled intersection or beyond throughout external road
network.

Section 9
Traffic Impact Assessment – Commercial Development at Weyba Road, Noosaville CC-3668
3. INTERNAL SITE TRAFFIC MANAGEMENT
3.1. Traffic Generation
The operator of the service station has provided the following daily breakdown of typical traffic
generation:
Day (5am-4pm) 350-410 vehicles;
Evening (4pm-7pm) 90-120 vehicles; and
Night (7pm-10pm) 30-45 vehicles.
3.2. Site access
The existing configuration of the site includes four points of access with three located on Mary Street
and one on Weyba Road. The redevelopment proposes to delete one of the existing Mary Street
accesses, leaving an entry and an exit accesses on Mary Street and a single point (entry and exit) of
access from Weyba Road.
Due to existing raised median islands on Mary Street and Weyba Road, all accesses to the site will be
left in / left out only. The road carriageways adjacent to the site frontages are in-bound towards
the roundabout intersection on Mary Street and outbound away from the roundabout on Weyba Road.
A sight distance assessment has been performed at the access points that are to be retained and it
was found that there is potential for excellent sight distance at all three locations.
3.3. Traffic Circulation
The efficient circulation of traffic around the development site is seen as critical for the long term
success of the development proposal, i.e. return business may hinge heavily on customers being able
to efficiently access, egress and circulate around the site. The deletion of the Hungry Jacks aspect
of the development proposal has greatly reduced the potential for vehicle congestion and conflict
across the site by both reducing traffic volumes and increasing available space for vehicle circulation
and storage.
3.4. Design Vehicles Swept Paths
A desktop review of the proposed redeveloped site layout has been undertaken, including completing
a swept-path analysis for the various design vehicles using Auto-Turn software.
The development proponent has advised of the following design vehicles for the development:
Waste Collection - 10.5m overhead loading waste collection vehicle (WCV);
General Deliveries of foods and other products typically found at service stations - 10.5m
single unit delivery truck (HRV); and
Fuel deliveries – 19m semi-trailer.
5
Section 10
Traffic Impact Assessment – Commercial Development at Weyba Road, Noosaville CC-3668
It is also noted that the development proponent has advised that the timing of the fuel deliveries can
be made at the discretion of the service station manager and will therefore be ordered to arrive
outside of business hours.
Empire Engineering has completed numerous swept path analyses for the various design vehicles and
provided recommendations and feedback to the development proponent and architect. As such
various iterations of the site layout have evolved to ensure that the proposed site layout can facilitate
the following circulation parameters:
All design vehicles can enter and exiting the site in a forward gear;
Entering and exiting manoeuvres are contained within a single traffic lane adjacent to the
site and do not encroach on other traffic lanes or central medians; and
Internal manoeuvring is contained within the site and does not encroach onto adjacent road
reserves.
The final swept path analysis diagrams for the nominated design vehicles are attached to this report
in Appendix B.
3.5. Internal Vehicle Storage
The proposed site layout allows for on-site vehicle storage opportunities for at least two passenger
vehicles between the property boundaries and the first potential conflict points, such as vehicles
refuelling at bowsers and internal car parking bays. This reduces the risk of stored vehicles queuing
out of the site onto the verges and carriageways of the surrounding fronting roads.

Section 11

4. FINDINGS AND RECOMMENDATIONS
The findings and recommendations of this Traffic Impact Assessment are as follows:
Traffic generation analysis has indicated that the redevelopment proposal will not result in
any operational impacts at the adjacent roundabout controlled intersection of Weyba Road,
Mary Street and Reef Street. The deletion of the proposed Hungry Jacks component results
in the development proposal including only a revamp of the existing, ongoing service station
land use. Therefore, the development proposal does not result in a material net increase in
the existing traffic generating potential of the site;
The site layout complies with the criteria recommended by AS 2890 Parking Facilities;
The proposed points of access/egress to and from the site are considered appropriate in
terms of available sight distances and separations; and
The site layout has been appropriately designed to facilitate unrestricted forward gear access
and egress from the site for all required design vehicles, including a 10.5m WCV, 10.5m MRV
and 19m semi-trailer.

5. CONCLUSION
This Traffic Impact Assessment Report has outlined the analysis that has been undertaken to
investigate the potential traffic operational impacts of the proposed BP Service Station
redevelopment located at the corner of Weyba Road and Mary Street, Noosaville.
As there will be no net increase in the traffic development generating potential of the site there will
be no impact on the existing operational conditions of the surrounding road network.
A review of the layout of the development proposal has also found it to be functional with regard to
circulation of the relevant design vehicles and compliant with the requirements of AS 2890 Parking
Facilities.
It is concluded that the development proposal will not result in significant impacts on the traffic
operation of the surrounding road network and as such fits within the intended function of the road
network.
