Information Request RAL22 0026
Officer: Georgina Schramm Direct Telephone: 07 53296569 Our Reference: RAL22/0026 Your Reference: 218806 3 November 2022 BE Hage C/- Cadcon Surveying & Town Planning PO Box 5774 MAROOCHYDORE BC QLD 4558 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. RAL22/0026 Street Address: 96 Black Mountain Range Rd Black Mountain Qld 4563 Real Property Description: Lot 3 RP 131369 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue – Bushfire Hazard Assessment and Management Plan The Bushfire Hazard Assessment & Management Plan makes reference to establishment of Asset Protection Zones (APZ), whereas the contents of the report states that firebreaks aren’t considered necessary for the development. Further to this, recommendations through the report have not been illustrated on the proposal plans regarding driveway width, turning around areas for vehicles, driveway grade, siting of water tanks etc. Information Required Provide plans showing recommendations of the bushfire report, and confirmation whether an asset protection zone is required. Issue – Eastern Building Envelope 1 (Proposed Lot 1) The eastern proposed building envelope is largely encumbered by Council’s moderate- to- high landslide hazard overlay. The submitted Slope Stability Assessment report (22131077) prepared by Tectonic does not provide any comments or recommendations on the suitability of the proposed building envelope. Information Required Provide additional detail demonstrating that the eastern proposed building envelope is suitable for residential development. The additional detail must be supported by a geotechnical report and include, but not be limited to: a suitable location for effluent disposal and stormwater overflow Issue – Western Building Envelope 1 (Proposed Lot 1) The eastern proposed building envelope is largely encumbered by Council’s moderate landslide hazard overlay. Section 2.6 of the Slope Stability Assessment report (22131077) prepared by Tectonic suggests that a comprehensive geotechnical assessment has not been conducted, no recommendations on the suitability of the proposed building envelope have been made. The proposed level spreader for tank overflow falls outside of the western proposed building envelope, crossing an existing gravel driveway. Insufficient information has been provided demonstrating that the location of the level spreader is suitable. Information Required Provide additional detail demonstrating that the western proposed building envelope is suitable for residential development regarding slope stability. The additional detail must be supported by a geotechnical report and include, but not be limited to: demonstrate that the proposed level spreader is in a suitable location, despite being located outside of the building envelope. Issue – Building Envelope 2 (Proposed Lot 2) Given the topographical constraints that exist on proposed Lot 2, Council are concerned that the size, location and layout of proposed building envelope 2 is not suitable for a future dwelling and associated services (stormwater tanks, effluent disposal system, driveway, etc). Proposed Building Envelope 2 is located 10 metres from the southern property boundary. This proposed location intrudes on the 12 metre southern boundary restriction recommended in section 4.1 (Text Figure 10) of the Slope Stability Assessment report (22131077) prepared by Tectonic. Information Required Provide additional detail demonstrating that the size, location and layout of proposed building envelope 2 is suitable for a future dwelling and associated services in accordance with AO5.1/PO5 of the Rural Residential Zone Code. The detail must be prepared by a suitably qualified person. Provide an amended proposal plan demonstrating the building envelope for proposed Lot 2 follows the recommendations in section 4.1 (Text Figure 10) of the Slope Stability Assessment report (22131077) prepared by Tectonic. Issue - Access Council is concerned that the proximity of the proposed driveway crossovers may cause confusion for road users and create potential traffic hazards. The submitted Slope Stability Assessment report (22131077) prepared by Tectonic does not provide any comments or recommendations on the proposed driveway crossovers and internal driveways (boundary to house site) to ensure slope stability. Information Required Provide additional detail demonstrating the proposed driveway crossovers will not cause any potential traffic hazards. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: justify that the location of the proposed driveway crossovers is the most suitable for proposed Lots 1 and 2. Provide additional detail demonstrating that the proposed driveway crossovers and internal driveways (boundary to house site) are suitable for development regarding slope stability. The additional detail must be supported by a geotechnical report. due date for response to information request The due date for providing the requested information is 3 February 2023.
