Officer: Maxwell Potter Direct Telephone: 07 5329 6500 Our Reference: MCU21/0182 OPW21/0291, RAL21/0024 Your Reference: 0244 9 November 2021 Three F Pty Ltd C/- Pivotal Perspective Pty Ltd 4/59 Mary St NOOSAVILLE QLD 4566 [email protected] Dear Sir/Madam, Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU21/0182 OPW21/0291, RAL21/0024 Street Address: 19 Werin St Tewantin Qld 4565 Real Property Description: Lot 1 RP 88534 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue – Building Height The proposed plans do not include RL levels showing the maximum building height. As such, the maximum building height cannot be verified. Information Required Please provide amended plans containing RL levels showing the maximum building height. Provide a copy of the survey plan which informed the RL levels Issue – Southern Side Setback Performance Outcome PO12 of the Medium Density Residential Zone code seeks buildings and structures are designed and site to provide a high level of amenity to users of the subject site and adjoining premises, including provision of visual and acoustic privacy. Moreover, PO12 seeks buildings and structures allow for space and landscaping to be provided between buildings including adequate area at ground level for landscaping with trees, shrubs, outdoor living and utilities; and be consistent with the predominant character of the surrounding area. It is noted that the proposal is not consistent with the predominant character of the streetscape and does not allow for space and landscaping to be provided between buildings. The private open space of the property to the south is located adjacent to the proposed location of the built to boundary garage. As such, the garage potentially blocks the adjoining property to the south’s access to sunlight. Information Required Please provide amended plans which shows a setback that allows for space and landscaping between the garage and the boundary wall. Issue- Existing Tree It is noted that there is a mature Poinciana located on the front and southern side boundary. The proposed plans do not clearly indicate that the tree will be retained. Information Required Please provide amended plans showing the Poinciana and stating that the tree will be retained as part of this development. Issue – Front Fence Acceptable Outcome AO17.1 of the Medium Density Residential Zone code seeks front fences or walls are setback an average of 1 metre and are articulated to provide visual interest by stepping the design at a maximum of 5 metre intervals. Information Required Any front fences or walls must comply with AO17.1 of the Medium Density Residential Zone code. Provide a landscaped garden width of 2 metres along the frontage of the site except for the driveway. The area of land between the front fence and boundary must be landscaped to screen the fence from the street. Landscaping must contribute positively to the streetscape character. Issue – Landscaping The planning schedule does not achieve the appropriate mix of native and endemic plants. Planting species must reflect the desired character and intent of the Noosa Planning Scheme Policy, SC6.3.1 – PSP2 Landscaping. Information Required Provide amended plans that show 2 x 45 litre native street trees within the road reserve a minimum of 1 metre behind the back of the kerb. All street trees must be provided with a garden edge, mulch collar and NATSPEC approved by a qualified arborist prior to leaving the nursery. Where possible the new street trees must take into consideration the appropriate distances from driveways, street lighting and underground infrastructure. Provide an amended Landscape Concept Plan detailing the incorporation of screen planting along the northern, eastern and southern boundaries. Native plants must be established at appropriate densities, sufficiently enough to form a vegetation screen with potential to reach a maximum height growth of 4-6 metres at maturity. Issue – Landscaping All palms nominated on the Landscape Concept Plan are not an acceptable outcome. The use of palms as major elements in landscaping schemes is not encouraged. Information Required Small canopy trees with narrow trunks and vines supported on fences or screens are more appropriate than palms in narrow gardens. Where palms are used, for example around pool areas or a water feature within a development, they should be planted in clumps or groups with other native species, listed in the Noosa Planning Scheme Policy 3—Landscaping Plants & Guidelines. Sentinel planting of palms is inappropriate (ie. individual palms standing guard to either side of a building/structure. The use of palms in side or rear setback areas is also inappropriate, as they do not provide sufficient foliage to screen and soften buildings. Issue – Crossover Width The submitted plans indicate a 6.0m wide crossover (at the kerb). This is in excess of the crossover width as specified in Councils standard drawing RS-049. Information Required Please amend the Driveway and Access plan to reduce the width of the crossover at the kerb and front boundary to be in accordance with standard drawing RS-049. Issue – Vehicle Manoeuvrability The submitted material does not demonstrate whether there is sufficient space to manoeuvre onsite and leave in a forward gear. Council has concerns around the risks involved in reversing from the development site to both pedestrians and school traffic. Information Required Please demonstrate on the engineering plans, prepared by an RPEQ, that a design B99 vehicle can manoeuvre onsite from each of the three parking spaces (the double garage and the single carport) and leave in a forward gear. If this cannot be achieved, please consider altering the design of the proposed second unit to allow sufficient manoeuvring space. Issue - Earthworks The Bulk Earthworks plan indicates some fill will be required for the rear dwelling footprint. It is unclear if this fill will be retained or battered down to the natural ground level. Information Required Please amend the Bulk Earthworks Plan to detail whether the fill area is being retained or battered and provide detail around the proposed (i.e. slope of the batter or type of retaining structure). Issue – Disturbance to Footpath Minimisation It is noted there are two sections of the existing footpath that will be impacted with trenches from the two proposed downpipes from each dwelling. Council seeks to minimise the impact to the existing footpath network by limiting trenching across footpaths. Information Required Please amend the stormwater management plan to include either of the following options: Consolidate the downpipes to a single crossing point in the footpath, preferably adjacent the crossover so the footpath replacement section can be poured with the crossover; or Include notes on the plan to replace an entire panel from the footpath at each crossing point or alternatively install the pits via boring under the footpath. due date for response to information request The due date for providing the requested information is 9 February 2022.
