GENERAL COMMITTEE MEETING AGENDA 17 OCTOBER 2016

Granny flats
Currently, the Multiple Housing Type 1 Relative or Employee use (for granny flats) does not
attract an infrastructure charge. This nil charge rate was implemented under the Sunshine Coast
Regional Council Adopted Infrastructure Charges Resolution (No.3) in 2013 for the purpose of
applying a consistent charge approach to ancillary residential dwellings such as granny flats to all
three current planning schemes. Prior to this date, this use under the Noosa Plan did attract
infrastructure charges identical to any other type of dwelling. However the change in 2013 to
include this use as “ancillary to and included in the Detached House rate” was considered
appropriate since the use definition required the dwelling unit to be occupied by a relative or
employee of the resident owner of the Detached House and therefore simply an extension of the
one family residing on the property.

Through the Amendments, the expansion of the Detached House use to allow a Secondary
Dwelling does not include any restrictions on the relationship of who resides in the additional
dwelling. As such, this secondary dwelling becomes identical in principle to any other type of
additional accommodation use in relation to placing additional demand on infrastructure
networks. It should therefore incur similar infrastructure charges.

For instance, for a 1 bedroom dwelling unit, the infrastructure charge rate is:
 $7,800 for an Ancillary dwelling or Multiple housing uses (e.g. duplex, townhouse, relocatable
   home

 $5,757 for retirement and residential care uses (which includes the 30% transport and park
   network reductions)

 $6,000 for visitor accommodation.
It is recommended that a new infrastructure charge of $7,800 be applied to Secondary Dwellings
and that a 30% reduction consistent with the retirement and residential care uses be applied.
This would mean a reduced infrastructure charge of $5,460. This is considered appropriate given
that these dwellings:

 are permitted to be no more than 65m2 (if wheelchair accessible) and comprise no more than
   one bedroom;

 would be occupied by one or two people and so the demand on infrastructure would likely to
   be less than a Detached House;

 would serve to provide small sized more affordable housing options in existing urban areas -
an important housing objective for Noosa Shire.
Community residence
When, in 2011, Sunshine Coast Council amended all its operating planning schemes to include a
separate use of Community Residence, the change was not reflected in the Infrastructure
Charges table for residential uses. It is proposed to correct this omission.

Agricultural use
Changes to the Agricultural Use definition have identified an inconsistency in the current charges
for Cultivation Type 2 Intensive. A ‘nil’ charge rate is currently applied. This use should be the
same as Animal Husbandry Type 2 Intensive as indicated in the State Planning Regulatory
Provision (adopted charges).

It is recommended that Council consider making changes to Table 10.3 of Council’s Charges
Resolution as highlighted in Attachment 2.
