GENERAL COMMITTEE MEETING AGENDA 17 OCTOBER 2016
The table below highlights some specific Operational Plan issues that may be of interest to
Council.
Initiatives Comment
Electric Bus Trial This project is behind the original timeframe due to the termination
of the contract of the original bus provider and the re-calling of
tenders. A separate report is being provided to Council with a
recommendation to enter into the electric bus agreement.
Rufous Street Project This project is proceeding well. Council has approved the town
planning application and a funding application for a State
Government funding program for Local Governments has been
lodged for $1.5M. The Commonwealth funding under the Building
Stronger Regions Fund (formerly the National Stronger Regions
Fund) is unlikely to be announced until the end of the year.
Noosa Transport Strategy This project is running behind schedule with Council revisiting the
mission, principles and key outcomes which will be reported to
Council in the November round of meetings.
Development of the new planning The New Planning Scheme Discussion paper has been prepared
scheme and will be adopted by Council in this round of meetings.
Waste tender and Contract This is the largest contract undertaken by Council with key staff
working offline to finalise the tender. The process is going well and
on track to report to the December round of meetings.
Implementation of the Local We are at the final stage of recruitment for the Economic
Economic Plan Development Manager position.
Development of the new Corporate A number of workshops have been held and input sought from
Plan Councillors, managers and staff. It is intended to have a draft plan
ready for public consultation in November.
Noosa North Shore Campground A substantive amount of work has been done by consultants on the
Redevelopment current condition of the facility and options for the future with a
briefing provided to the Councillors from the consulting team.
Implementation of Emission The Council has adopted the Zero Emissions Policy and is now

2. KEY PERFORMANCE INDICATORS
As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. Approximately 30 management KPIs were developed and these are reviewed on a
monthly basis by the Leadership Team. Approximately 15 of those KPIs are reported to Council
on a quarterly basis. They are also reported to the Audit & Risk Committee in detail at each
Audit & Risk Committee meeting.
As far as the CEO is aware, we are one of the few Councils in Queensland to make this KPI
information available to the public via “non-confidential” reports. The KPIs are included in
Attachment 2.
The key issues arising from an assessment of the KPIs for the fourth quarter are as follows:
