Noosa Aquatic Centre
EXECUTIVE SUMMARY
The Noosa Aquatic Centre, located in Sunshine Beach, was constructed in 1999 as a state-of-
the-art multi-fitness facility with a focus on aquatic activities. The facility consists of three separate
pools, a 50-metre heated Olympic-sized pool; 25-metre heated pool and a Learn to Swim (LTS)
Program Pool (20 x 15 metre heated program pool.)
• The current replacement cost for the NAC is $7,118,910.
• The overall condition of the assets at the NAC are rated 2-3, (very good to good) based on
the Asset Condition Matrix.
• The 19.56 Equivalent Fulltime Employees are supported by a number of casual positions to
accommodate seasonal and peak demands.
The NAC is operational 363 days of the year. It is critical that the facility is well maintained and
that unplanned outages or closures are avoided wherever possible. To operate at this level, the
pool plant and equipment must be well maintained, and issues rectified promptly.
In September 2015, the NAC introduced a selection of Key Performance Indicators (KPIs).
Depending on data availability, KPIs are monitored either weekly or monthly. The information is
used to track and effectively manage key elements of the service relating to customer demand,
efficient operations and increasing revenue.
In establishing good maintenance and renewal practices, two separate Condition Assessments
(CA) were undertaken. The initial CA covered pool plant and equipment providing a breakdown
of assets and comprehensive condition information. The estimated economic life, asset condition,
repair priorities, expected year of replacement and costs for plant and equipment assets was also
reviewed. The additional CA covered building assets including 50m, 25m, and the Program pool.
The overall condition score of the assessed assets were positioned between a condition 2 (Very
Good) and a condition 3 (Good).
The operations and levels of service are aligned with the objectives of the Noosa Corporate Plan.
A strategy under the Corporate Plan is to enable an active and healthy community. Residents and
visitors of Noosa generally value fitness, climate, and location that lends itself to water activities.
The NAC is, therefore, a significant pillar of the community services provided by Council.

INTRODUCTION
Asset Management Plan Definition & Purpose
“Documented information that specifies the activities, resources and timescales required for an
individual asset, or a grouping of assets, to achieve the organization’s asset management
objectives.”1
The purpose of the Noosa Aquatic Centre (NAC) asset management plan is to define the whole of
life activities associated with operating and maintaining an aquatic centre for the Noosa Community.
The plan identifies the assets and the levels of service to meet the needs of patrons. A key outcome
of the asset management plan is the identification of the current state of the asset conditions and
the development of renewal and maintenance plans. Importantly, the identification of future costs
and potential risks to the assets that support the service for operating an aquatic centre is
fundamental in achieving the asset management objectives for Noosa Council.
Scope
The scope of this asset management plan is to ensure the NAC meets, demonstrates and
incorporates the following key asset management objectives:
A description of assets and the services provided;
Links to Councils long term financial plan through:
o An asset renewal program reflecting Council’s Capital Works Program.
o A maintenance program.
Levels of service and demand are identified and determined.
The assets are identified with a condition.
Life cycle costs are addressed.
Long-term cash-flow requirements are forecasted for asset renewals, maintenance and
operations.
Asset rationalisation and disposal is addressed.
The risk management activities associated with the NAC.

Noosa Aquatic Centre Facility
The NAC was constructed as a state-of-the-art multi-fitness facility in 1999 for the purpose of
providing aquatic activities to the Noosa Community. It is open daily to the public, between the hours
of 5:30am and 7:00pm on weekdays and 7:00am to 5:00pm on weekends. Patrons are charged a
nominal fee for entry to the facility.
The NAC comprises of the following assets:
50 metre heated Olympic-sized pool with light towers ;
25 metre heated pool with light towers;
20 x 15 metre covered and heated LTS Program Pool that includes a heated toddler pool and a
heated bubble pool;
Main Building and Amenities that operates and includes:
o Front Counter, Staff Offices and Swim shop;
o Large Communal deck area;
o Café;
o Showers, change rooms and toilets;
o Creche;
o Fitness studio;
o Therapist Offices
o Storage rooms
Manager’s residence;
Pool Equipment Plant Room;
Lifeguards Facility;
Storage Shed;
Shade structures for the 50 Metre and LTS Program pool;
On-site BBQ and park furniture; and
Sealed Carpark.
This asset management plan (AMP) consolidates Councils
available data and analysis on the NAC assets. It also
presents the output of how systematic approaches are
applied by Council to optimally balance cost, risk and
performance. This is essential to meet forecasted demand
and the levels of service required by internal and external
stakeholders. NAC stakeholders are identified in ANNEX A.

NAC Asset Management (AM) Objectives
The AM objectives detailed in the AMP include:
A consolidated asset register that identifies:
o Asset description;
o Asset condition;
o Useful life and renewal dates; and
o Replacement costs.
The levels of service provided by the NAC to the Noosa Community;
Current and future maintenance expenditure;
Identifying any future demand forecasts for the NAC;
Identifying any legislative considerations necessary in the management of the NAC;
Document the financial forecasts for the NAC;
Identifying all risks and opportunities related to management of the NAC; and
Documentation of any future actions identified to improve the asset management objectives of
the NAC.
Advanced Asset Management
It is the aim of Council to further develop the asset management roadmap objectives for the
operations of the NAC. Advanced asset management activities are aligned to the continual
improvement of the current asset management objectivities for the NAC. These include:
Further implementation of Technology One - asset management system;
A reconciled asset register with the Financial Register and other independent NAC registers;
Undertaking more detailed and asset specific condition assessments that are beyond initial
visual assessments;
Development of a cyclic asset condition assessment program;
Regular asset data updates to develop predictive modelling for asset renewals; and the
Development of longer term renewal plans.
Levels of Service
The levels of service that are currently being maintained by the NAC are aligned to the Corporate
Plan and Branch Plan objectives. The continuous development and implementation of the asset
management objectives that include good asset governance and asset knowledge are also aligned
to the Corporate Plan objectives. Any changes in the levels of service at the NAC will be required to
demonstrate the benefit and approved by Council. Changes in levels of service should be addressed
through the asset management governance framework.

Customer Research and Expectations
Anecdotal evidence suggests customers are broadly satisfied with the current levels of service
provided by the NAC. Numerous customer satisfaction surveys have returned strong results and
while there will always be isolated pockets of customers who would like higher levels of service, no
major changes to existing service levels are envisaged in the near future. Recent customer
satisfaction Net Promoter Surveys (NPS) completed include the Learn to Swim program, Junior
Squad Program and the Café operations. Within these, it was evident that a common theme for
improved family change rooms was supported.
Legislative Requirements
The legislative requirements relative to the NAC are:
Queensland Health Swimming and Spa Pool Water Quality and Operational Guidelines;
Royal Life Saving Society of Australia Guidelines for Safe Pool Operations (GSPOs).
Current Levels of Service
The levels of service provided and operating hours offered to the community are outlined below:
Season Opening Times
Summer Summer (approx. October - April)
Monday to Friday: 5:00am - 7:00pm
Saturday, Sunday and Public Holidays: 7:00am - 6:00pm
Anzac Day: 1:00pm-5:00pm
Closed Christmas Day and Good Friday only.
Winter Winter (approx. April - September)
Monday to Friday: 5:30am - 7:00pm
Saturday, Sunday and Public Holidays: 7:00am - 5:00pm
Table 1 NAC Opening Times
Patrons expect that the NAC be fully operational during these hours, 363 days of the year. It is critical
that the facility is well maintained and that unplanned outages or closures are avoided wherever
possible. The most vital part of achieving this goal is that the pool plant and equipment is well
maintained and that any issues are rectified in a timely manner.

Measured Levels of Service
To demonstrate the levels of service at the NAC a table of performance measures have been
developed and are located at Annex B. This table of Measured Levels of Services utilised to inform
NAC staff of their obligations in maintaining the current levels of service. When targets are not
achieved they should be escalated and reported through the Asset Management Governance
Framework.

FUTURE DEMAND
Demand Drivers
There is currently an adhoc approach of demand management being applied to the management of
the NAC through, the recognition of patron numbers, current programs being offered and customer
surveys. The KPI’s/targets that have been initiated to assist in monitoring various activities across
the NAC should act as an indicator to reviewing demand management. It is Council Policy that any
change in the level of service due to demand is reported to Council in accordance with current
guidelines and practices.
It is unlikely that population growth will drive capital upgrade investments for the NAC. Therefore,
the major driver of capital upgrade investments will be changes in legislative/statutory requirements
or compliance with WH&S policies. The recent NAC Condition Audit Report 2 for this facility
highlighted that the non-renewable expenditure was related to compliance.
In addition, future surveys, that are conducted across the various operations of the facility, will
identify and act as measuring tools to assess the patron’s expectations. The NAC was constructed
as a state of the art facility in 1999. Since that time there have been many changes made to the
original assets in order to maintain and improve the facility.
Demand Impacts on Assets
The most significant impact on assets from demand relate to periods of scheduled closures for major
refurbishment or maintenance works. Closure of lanes and/or pool(s) impact on the many programed
activities scheduled at the NAC; including any events such as carnivals, training camps or private
bookings.

NAC Asset Condition
Levels of service and asset management decision making should be directly linked to asset
condition; this determines what condition the asset should be in before an AM intervention. The
intent of current and future Condition Assessments (CA) is to:
Provide a robust and repeatable process for carrying out condition assessments on Council
assets;
Use condition assessments to develop programs for intervention with regards to further
inspection, monitoring, maintenance and renewals;
Provide a coarse surrogate for likelihood of asset failure for those assets not inspected.
A consistent condition ranking scale has been chosen by Council as the framework for measuring
NAC assets. This is defined in Annex C. Any asset scoring 4 to 5 will be considered under a renewal
program.
Two significant CAs have been conducted on the NAC during the 2016/2017 financial year. The initial
CA covered all NAC pool plant equipment and provided comprehensive condition information for all
pool plant and equipment. The assessment included estimated economic life, asset condition, repair
priorities, expected year of replacement and costs for replacement of assets. The second CA covered
NAC building & facility assets. Supporting civil infrastructure such as carparks, fencing, pathways
and drainage were not included on either of the asset condition assessments.
In asset reporting an approach to linking individual assets to each pool has been undertaken. The
remainder of assets grouped “general” includes supporting civil assets, buildings and minor facilities.
The Graph below details the assets inspected by the combined Condition Assessments. The asset
conditions are ranked according to the International Infrastructure Management Manual (IIMM). The
combined rating of these assets resulted in a 2-3 (Very Good to Good) rating. These assets are
grouped consistently and reported accordingly throughout this document.

NAC Operations
Operations for the NAC are those activities not specifically targeted towards upgrade, replacement,
maintenance or restoration. These day to day operational activities have no effect on NAC facility
conditions but, are necessary to keep the assets appropriately utilised and operating. This includes
community service type operating costs e.g. facility staffing.
Typical operational activities include:
Utility costs, e.g. water, electric, gas and rates;
Cleaning and consumables;
Salaries, depreciation;
Security surveillance and patrols;
Asset management data collection and condition assessment.
Operations expenditure is not fully distinguished from maintenance expenditure in the Council
financial systems; however there are some entries on a line item basis that relate to operations costs
e.g. utility costs including electricity, gas, water, depreciation and income.

Table 2: NAC Annual Operations Expenditures (actuals and proposed budget)
It is estimated that operational costs will rise in the future with increasing utility costs; particularly
electricity. Noosa Council will consider various sustainability and energy efficiency measures in
existing and upgraded facilities to minimise costs and environmental impact. This operational
strategy is considered in relation to Zero Emissions Noosa™ (ZEN) Organisational Strategy.
Asset condition inspections and asset data collection is included in operational costs at the NAC.
Asset inspections, asset data collection and condition assessments will be carried out on a cyclic
three-year basis. It will support the accumulation of a more comprehensive and refined asset data;
creating a greater understanding of the condition and deterioration profile of assets. As buildings are
upgraded and renewal work is completed, asset inventories will be updated through the capitalisation
process.

NAC Maintenance Plan
Maintenance is fundamental for the ongoing operations of the NAC; it is considered an investment
rather than a liability. The NAC relies on maintenance costs, these are a significant annual
investment that directly influence the day to day operation of the facility. The ongoing development
of asset knowledge through asset inspections, maintenance inspections, subsequent defect
monitoring and repairs are fundamental in developing sustainable intervention levels for renewals
and replacement of assets. The Table below provides details of previous years and future budget
forecasts for maintenance activities.

Asset Renewals
The purpose of developing a renewal plan is to identify assets that need to be replaced to maintain
and operate the facility. Asset failure due to lack of renewal will affect the operations of the facility
and subsequently the service provided to the Noosa Community.
NAC asset renewals are condition based. Recent condition assessments of the pool equipment, the
supporting building and facilities has provided staff the ability to develop a Capital Renewal Program.
(Annex D lists the renewal program by asset) There are assets that have not been included in the
condition assessments and subsequent maintenance and renewal plans. These assets include the
supporting infrastructure assets such as, carparks, pathways, fencing and stormwater drainage.
Assets not currently included in this AMP will be included in other asset specific condition
assessments and will be prioritised by the relevant asset management working groups.
NAC Renewal Replacement Plan
Renewal expenditure is work which does not increase the NAC’s design capacity but restores,
rehabilitates, replaces or renews an existing asset to its original service capacity. Improved condition
assessment data compiled in 2017 included asset renewal considerations based on physical
conditions and estimates of remaining useful life of assets therefore guiding renewal programs.
Renewal plans are developed to maintain levels of service to ensure assets achieve their optimal
useful life before they reach the asset condition range of 5. A renewal program is defined in Annex
E.
The graph below depicts the planned renewals by asset class. Significant planned renewals for the
2019/2020 financial year for the 50m pool are in place. In a further 10 years, as the majority of plant
equipment and costs are aligned to the operations of the 50m pool, continued CAs will be required.
The graph below enables Council to identify and plan for significant renewal activities.

Capital Upgrades & New Assets
The need to develop a 10-year masterplan has been identified by NAC management in order to
ensure a strategic approach to asset enhancement and investment. The masterplan will identify the
changes in the current asset base and determine if upgrades or new assets are to be acquired. The
development of the masterplan will be in accordance to Council’s standard practices and scheduled
into the budget process.

Disposal of assets will be consistent with statutory and regulatory requirements. The replacement
of assets will be driven from the condition assessments.
The disposal and commissioning of assets from the asset register is undertaken in the capitalisation
and asset write-on/off process. This process is being delivered via the Asset Management Branch
and Finance Branch.

RISK MANAGEMENT PLAN
The risk management plan is a coordinated approach to the management and control of risk by
Noosa Council.
Critical Assets
The identification of critical assets is based on the consequence of failure multiplied by the likelihood
of failure; as adapted from the International Infrastructure Manual 2015 Section 3.2.4. For an
indicative draft table of risk measures refer to
ANNEX F: NOOSA COUNCIL CRITICALITY MATRIX.
Risk Assessment
It is important to have a good understanding of the risks associated with the operations of the NAC.
The top three asset related risks are:
Failure to meet water quality standards resulting in closure.
Circulation pump failure to the 25m or LTS Program Pool (no redundancies whereas 50m does
have).
Heat pump failure (during cooler months).
These risks and all other current risks are documented in the Branch Plan - Community Facilities -
Noosa Aquatic Centre 2017/18.

FINANCIAL SUMMARY
Financial Statements and Projections
The Community Facilities Branch Plan details the financial statements and projections associated
with the total management of the NAC on an annual basis.
Funding Strategies
The immediate improvements to funding requests for maintenance and renewals in the budget
process are now evidence based and are supported from the condition assessments that have been
carried out.
The funding strategy, key assumptions, reliability and confidence levels are detailed in the Council’s
long-term financial plan. More detailed funding strategies that promote the long-term sustainability
of the NAC will be further developed and defined in future asset management plans.
Budget Forecasts
Budget forecasts will continue to be developed as information is captured and reported from the
Technology One (T1) financial system. Through the annual review of actuals, maintenance and
renewal activities against budget will initiate further development and identify trends that are
reportable and reflect future year forecasts.
The figure below identifies the current forecasts for the operational, maintenance and renewal
expenses to demonstrate the whole of life costs over a 10-year period for the NAC. In
summarising, the 10-year forecast has an overall expenditure increase from $800k to $1.4m from
year 1 to year 10. There are peak expenditures in years 4 and 7 because of significant asset
renewals planned.

The reactive nature of equipment failure and the initial development of condition monitoring indicates
there is potential difficulty and limited scope to predict breakdown-related maintenance. However, in
pulling these forecasts together the following general assumptions have been identified.
Proposed Capital Renewal Program will be funded as per the current Council model adopted;
Renewal works will be prioritised according to asset condition;
The condition and physical footprint of the NAC as stated as of June 2017;
Current maintenance funding levels will meet service level requirements;
Renewals, maintenance and isolated failure replacement is generally ‘like for like’;
Where a renewal must be provided to a higher standard, the difference in cost between a ‘like for
like’ renewal and the higher standard is to be treated as an asset upgrade.
Depreciation is in accordance with Council Policy;
There is no allowance for CPI as the continuing revaluation and condition inspection process will
make adjustments for current rates.

PLAN IMPROVEMENT AND MONITORING
Status of Asset Management Practices
Currently all Asset Management activities are managed within the Noosa Council Asset
Management Governance Framework and enabled through Technology One asset information
management system.
Improvement Program
The following initiatives are recommended:
1. Asset Inventory – Ensure that there is one single asset register/hierarchy that captures all
parent and child assets; at a level of the lowest or appropriate repairable unit. All other duplicated
asset lists/registers should be eliminated. The T1 is the Enterprise Asset Management
Repository. Prior to the revaluation, it is recommended a detailed asset register and data
reconciliation project establishes a single point of truth for asset data within T1.
2. Condition Assessments – Consideration for more detailed condition assessments, to include
all assets other than the pool related assets already assessed. Investigate the potential for
implementing regular electronic condition assessments on mobile devices for use in a formal
renewal plan and improve record keeping.
Condition assessments for the civil infrastructure that supports the NAC such as carparks,
street/flood lighting, pathways and non-specific pool equipment should be incorporated in future
condition inspection routines.
3. Master Planning – Management has identified the need to develop a 10-year masterplan in
order to ensure a strategic approach to asset enhancement and management. The masterplan
should be given greater priority to ensure that future upgrades, expansions and acquisitions of
new assets are aligned to the overall direction of the facility.
4. Asset Systems - An initial implementation of work orders for reactive work has been completed
by management. However, there is still a significant number of functions of the T1 system that
would improve the operational and maintenance activities and further improve the asset
management objectives of the organisation. These include:
i. Planned maintenance work orders;
ii. Costings via work orders;
iii. Inspections and defects logged within T1;
iv. Asset performance reporting from T1.
5. Customer Surveys – the continued delivery of surveys across the various programs delivered
will ensure that the NAC continues to meet the overall needs of the Noosa Community.
6. Renewal and Maintenance Plans – Plans must be regularly reviewed and incorporated into
the annual budget process. Continued inspections and recording of asset condition and
maintenance activities are key to achieving this initiative.

Monitoring and Review Processes for the Asset Management Plan
This first edition of Asset Management Plan for the NAC refers to current levels of services that have
existed over recent years. This AMP is to be a ‘living’ document reflecting actual practices used in
managing the NAC. In accordance with this, Council will use best practice to balance cost, risk and
performance needs for the NAC.
The AMP will have a high-level annual review for developing the annual budget from the
maintenance and renewal plans. A full document review will occur on a three-year cycle, in line with
the completion of detailed condition assessments and the financial asset revaluation of the NAC.
Asset Management Effectiveness
The effectiveness of this Asset Management Plan will be measured in terms of:
1. Adoption of the NAC AMP by Council.
2. The ongoing development of good asset knowledge through a commitment to recording
information against assets and undertaking cyclic condition assessments at the facility.
3. Maintenance and renewal plans that are robust and initiate the annual budget process.
4. Historical asset activities that are recorded and located in Council’s asset management
system.
5. Limited reactive work and more planned maintenance activities.
6. The NAC Asset Management Plan becomes the reference point of all information that enables
good decision making for asset related activities and investments.
