RECOMMENDATION
That Council note the report by the Economic Development Manager to the Special Council
Meeting dated 1 March 2018 and:
A. Approve the Digital Hub tenancy process and associated assessment criteria and
weightings as detailed in the report; and
B. Agree to proceed to the public tenancy process for tenancy of the Peregian Beach Digital
Hub.
REPORT
At Council’s Ordinary Meeting on 21 December 2018, Council adopted the Peregian Beach
Digital Hub (Digital Hub) Establishment Phase Implementation Plan. Council also approved the
engagement of a project resource and the undertaking of an Expression of Interest process for
tenancy of the Digital Hub. The Council resolution of 21 December 2017 provided staff with the
authority to progress with the tenancy process. This report provides an update on the progress of
the implementation plan for the establishment of the Digital Hub and outlines the intended
tenancy process and criteria.
The Digital Hub Operational Project Team meets weekly and includes representatives from
economic development, property, finance and procurement. This team, supported by external
expert advice (see consultation section) have agreed on the process and associated assessment
criteria with weightings, outlined in this report. A number of risks are also identified in this report
for Council’s information, informed by legal advice sought from King and Co. and Argon Law.
A market assessment of commercial rental rates will be undertaken to inform the tenancy
process.
The tender for established and emerging tenancies and the co-workers membership process is
scheduled to be released in the week commencing 12 March 2018.
1 Overview
The Peregian Beach Digital Hub is more than a traditional co-working space or business
incubator. It is intended to be a community, a cohort of technology businesses run by
entrepreneurial people who collaborate with others to create value from their ideas. It is part of a
business ecosystem that champions a commitment to our local region and works with others to
Page 3 of 22
Section 4
SPECIAL MEETING AGENDA 1 MARCH 2018
build the community. The facility will be a curated space primarily focused on established and
emerging technology enterprises with an emphasis on accelerating business and employment
growth. It is:
a major Council investment in infrastructure to accelerate economic and employment
growth in the technology sector;
a location where technology enterprises can benefit from a curated and collaborative
environment;
an entry point for technology enterprises with a plan to grow and successfully transition into
larger commercial premises locally e.g. Shire Business Centre, Noosa Junction;
a host location for innovation and entrepreneurial education, attracting funded programs to
advance the business innovation capacity throughout the Shire;
part of the co-work and shared-office network in the Shire and wider Sunshine Coast
region, operating collaboratively with existing co-work spaces;
a digital link into the global environment.
2 Tenancy Process – Key Aspects
1. Tenancies will be offered to technology enterprises across three (3) categories:
• Established Enterprises
• Emerging Enterprises
• Co-workers with a focus on Technology
2. Tenancy Category Definitions (as a guide):
Established Enterprises (Anchor Tenant or Tenants) have successfully operated for
five years or more and are able to demonstrate consistent growth across this period
of operation
Emerging Enterprises (Start-ups/Scale-ups) have been operating for between two
and five years, have tested their business concept and model and are looking to grow
and expand.
Co-working Memberships are for solo or small enterprises looking to share operating
costs and connect with other technology enterprises. No minimum on business
operation duration.
3. A variety of space will be offered through the tender process.
4. It is anticipated that the extent of co-work and the use of the café space will be confirmed
following the tender process.
5. Tender Process - Established and emerging enterprises will be offered tenancies via a full
public tender process. A draft lease document will be issued with the tender
documentation, detailing the tenancy terms and conditions. The specification issued will
designate a price range, and provide an indication of the proposed space allocation for the
different categories. Council will reserve the right to be flexible depending on demand and
final details of each lease arrangement will be negotiated for each tenancy.
6. The lease document terms and conditions will include: mechanisms to graduate emerging
enterprising from the facility, and provide clarity regarding fit out costs and outgoings.
7. Co-working tenancies will be managed via a membership registration process. In order to
adequately consider the allocation of space and total commercial operating model, the co-
working application will be made via an on line process that runs across the same
timeframe as the tender process.
8. All communications regarding the digital hub, including the tender documents, will refer to
all three tenancy levels. This will confirm that only Established and Emerging enterprises
are in-scope of the tender. A link to the co-working application process can be included on
the tender website.

Consultation
External Consultation - Community & Stakeholder
The initial concept of a Digital Hub was generated from the Peregian Beach Technology
community.
A Public Tender process was conducted for external Management Services in June 2017. This
process involved significant engagement with a range of individuals and industry experts.
Industry benchmarking and peer-to-peer engagement regarding operation of co-work and
incubator facilities with Ipswich City Council, Brisbane City Council and Sunshine Coast
Innovation Centre has been undertaken to inform the proposed approach.
Specifically for this tenancy process, legal advice was sought from King and Co. and Argon Law.
Ray White Commercial was consulted regarding tenancy documentation.
The Sunshine Coast Innovation Centre kindly provided assistance with documentation and
information that has informed the assessment criteria.

EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for the
Design Development and Construction of the Park Road Boardwalk.
RECOMMENDATION
That Council note the report by the Project Manager to the Special Council Meeting dated 1
March 2018 and award tender 1718T075 for Design Development and Construction of the Park
Road Boardwalk to J Hutchinson Pty Ltd t/as Hutchinson Builders for the lump sum price of
$6,593,344.
REPORT
The proposed contract is for the design development and construction of approximately 420
metres of boardwalk to replace the existing section of the Park Road Boardwalk from Little Cove
to the Noosa National Park entrance. This section of boardwalk originally constructed in the mid-
1980s has reached the end of its useful life and requires replacement. It follows on from the
replacement of previous sections of boardwalk from Main Beach to Little Cove.
The contract works are proposed to commence onsite after Easter 2018 and be completed
ahead of the December 2018 holidays with a target completion of October 2018.
1. Design
The Park Road Boardwalk design for the section from Little Cove to Noosa National Park
entrance was originally developed through consultation with the Community Stakeholder Project
Reference Group. The aim of the project was to complete the link between Hastings Street and
the Noosa National Park and create an iconic project in keeping with the natural setting while at
the same time reducing the long term maintenance costs.
The resultant design has been developed to have minimal impact on existing vegetation, improve
accessibility, widen and provide opportunity to rest and take in views, as well as provide an
architectural design based on use of natural and durable materials in keeping with the Noosa
Design Principles. Refer Attachment 2 – Design images.

Section 10
SPECIAL MEETING AGENDA 1 MARCH 2018
2. Tender Process
Due to the value of the works being greater than $200,000 and the complex nature of the project,
Council called Expressions of Interest under 1718E037 in accordance with the Local Government
Act 2009 to obtain a shortlist of experienced and capable contractors. Thirteen companies
responded to this Expression of Interest with four companies chosen to proceed to the Select
Invitation to Tender.
The Select Invitation to Tender 1718T075 was released via LG Tender Box on 27 October 2017.
The tender closed on 20 December 2017 with two submissions received.
Ark Construction Group
J Hutchinson Pty Ltd t/as Hutchinson Builders
Moggill – did not provide a submission
Fleetwood Urban – did not provide a submission.
A key component of the tender was the request by Council for tenderers to explore value
engineering alternatives to seek more cost effective ways of delivering the project with minimal
loss of desired project outcomes.
3. Tender Assessment
The tender evaluation panel undertook an assessment of the conforming and alternative tender
submissions from the following respondents, which are listed in alphabetical order;
1) ARK Construction Group
2) J Hutchinson Pty Ltd t/as Hutchinson Builders
Post tender box close, clarifications and negotiations were undertaken with both tenderers.
The tenders were evaluated using the following criteria;
Contract experience and capability
Methodology
Quality
Workplace Health and Safety
Environment and Sustainability
Contribution to Local Economy
Price
The tender evaluation team has finalised tender evaluations and considers the Hutchinson
Builders tender to be the most advantageous to Council and presents the best value for money.
Hutchinson Builders tender submission is favourable on the following basis:
They have experience with the proposed construction systems under a design and
construct delivery method;
They have an excellent track record working for Noosa Council and on other similar
projects;
They are able to commence after the main Easter holidays;
They have the necessary resources and processes in place to deliver the project ahead of
the December 2018 holidays; and
Their tender is the lowest price.
Refer Attachment 1 – Design Development and Construction of the Park Road Boardwalk Tender
Assessment
Page 10 of 22
Section 11
SPECIAL MEETING AGENDA 1 MARCH 2018
4. Alternative access during construction
The Park Road Boardwalk project will cause disruption to traffic and pedestrian movement on
and around Park Road during the life of the project. The location of the boardwalk adjacent to the
roadway necessitates the need to close one lane of Park Road in order to construct the
replacement boardwalk and requires pedestrians to use alternative pathways to access the
National Park from Little Cove.
A separate workshop will be held with Council on 7 March 2018 to review the project including
the proposed traffic and pedestrian management plan along with any amelioration efforts to
reduce the impacts to the public.
5. Program
As part of the tender requirements, Council conditioned the project to be completed no later than
14 December 2018. Pending award, the preferred contractor Hutchinson Builders have complied
with accepting this condition and also nominated a targeted construction period of 8 months
allowing completion by October 2018, subject to favourable conditions during construction.
Previous Council Consideration

Council’s 5-year capital program includes funding for the Park Road Boardwalk replacement.
Council has currently allocated a total of $1.47 million in the current budget with a forward
allowance of $6.1 million (reflecting the outcome of this tender process). The revised budget
includes an increase of $600,000 on the 2017/18 BR1 budget. Given the timing of works
commencing, a budget review submission will be required in BR3 to reflect the project being
delivered across financial years (with the 2018/19 draft budget to include the balance of works
required to be delivered after 30 June 2018).
The below table identifies the estimated project costs and budget actions.
