1 INTRODUCTION
Morgan Consulting Engineers (MCE) has been engaged to provide an engineering services report to
address the servicing of the Proposed Townhouse Development at 5 Pearl Street, Cooroy.
This report will aim to assess how the site can be serviced by sewerage, water, roadworks, drainage,
electrical/telecommunications and gas infrastructure in accordance with the Noosa Shire Council
(NSC) Planning and Development standards and best practice.
It is noted that this report has been compiled based on information current at the time of report
printing and the recommendations supplied within this report are based solely on the above and
will be subject to full engineering review and detailed design once a Council development approval
has been obtained for this project.

2 EXISTING SITE
2.1 The Site
The subject site, comprised of Lot 2 on RP153798 and Lot 2 on RP64750 is approximately 2,274m2
(0.2274ha) in area. The site is currently occupied by two existing residential dwellings, with
associated sheds and garages. Trees and shrubs are scattered throughout the subject site.
The subject site generally slopes from the southwest (with an approximate height of 107.41m AHD)
towards the northeast (with an approximate height of 105.2m AHD). Existing access to the subject
site is currently provided from Pearl Street and Elm Street.
Refer to Figure 2.1 for a Locality Plan and Appendix A for the Detailed Site Survey.

2.2 Surrounding Area
The site is located within the limits of the NSC region and is classified as Medium Density Residential
Zone. The site is surrounded by residential properties to the north and east and commercial
properties to the west and south. Cooroy Creek lies further west and Cooroy Train Station lies
further south west.

3 PROPOSED DEVELOPMENT
The Proposed Townhouse Development primarily involves:
1. Three buildings containing a mix of two and three-bed units;
2. Carparking spaces for residents and visitors;
3. Vehicular access via Pearl Street, south of the site; and
4. Dedicated landscaping and planting throughout the site.
Refer to Appendix B for the Proposed Development Plans.

4 CODE ASSESSMENT
The Proposed Townhouse Development has been assessed against the following NSC Planning
Scheme Codes (Refer to Appendix C):
1. NSC Earthworks Code;
2. NSC Existing Services Code; and
3. NSC Fire services for common private title code.

5 ENGINEERING ASSESSMENT
5.1 Earthworks
Initially the subject site will be cleared of the existing structures and vegetation. Preliminary
earthworks will be undertaken to provide level building pads for the proposed development. The
internal driveway and hardstand pavement areas will be graded to suit the proposed finished floor
levels.
Retaining structures along the boundary will be wholly contained within the property and will be
no greater than 1.0 m in height to reduce impact to the visual amenity for surrounding properties.
All temporary batters will be constructed with a maximum batter of 1 in 2 unless otherwise stated
in the Geotechnical Investigation.
The proposed earthworks over the subject site will be carried out under Level 1 geotechnical
supervision and as per AS3798 – 2007 “Guidelines on earthworks for commercial and residential
developments”. All uncontrolled fill will be removed/replaced as per the NSC Earthworks Code.
Refer to Appendix C for the NSC Earthworks Code and Appendix D for the Concept Bulk Earthworks
Plan.
5.2 Erosion and Sedimentation Control
Sediment generated during the construction phase shall be dealt with in accordance with an Erosion
and Sediment Control Plan and kept on site during the construction phase.
Refer to the separate Site Based Stormwater Management Plan (SBSMP) prepared by Morgan
Consulting Engineers for further erosion and sedimentation control details.
5.3 Roadworks
The site will be accessed via a new driveway crossover from Pearl Street. The existing redundant
driveway crossover along Elm Street will be removed with the verge to be reinstated to tie in neatly
to the existing verge profile. The existing redundant driveway crossover along Pearl Street will be
removed and a new driveway crossover with new kerb and channel and verge will be constructed
in accordance with NSC’s policies and standards.
5.4 Sewerage Reticulation
Information obtained from Unitywater’s ArcGIS Mapping database indicates that there is a 225mm
diameter Asbestos Cement sewer main traversing across Lot 2 RP64750 of the subject site from the
eastern boundary to the northern boundary. An existing sewer manhole is located over the
aforementioned main within the centre of the property. There are two existing sewer property
connections currently servicing the site from this main and a sewer property connection servicing
the upstream property on Lot 1 RP153798.
It is proposed to decommission the existing sewer property connections servicing the subject site
and construct a new sewer property connection from the existing manhole to service the proposed
development. The existing property connection servicing the upstream property on Lot 1 SP153798
is proposed to be retained.
It is anticipated that the existing sewer infrastructure has sufficient capacity to service the
proposed development. However, this will be confirmed by Unitywater during detailed design.
Engineering Services Assessment

Page 9
23098 - ESA/2
Page 8
Refer to Appendix C for the NSC Existing Services Code, Appendix E for the Concept Services Plan,
and Appendix F for the Dial-Before-You-Dig Plans.
5.5 Water Reticulation
Information obtained from Unitywater’s ArcGIS Mapping, there is an existing 300mm diameter
Asbestos Cement water main traversing the northern verge of Pearl Street, south of the site. There
is also an existing 100mm diameter Asbestos Cement water main traversing the eastern verge of
Elm Street, west of the site.
It is proposed to decommission the existing service and meter assembly from Pearl Street and
upgrade the existing service and meter assembly from the water main within Elm Street to service
the proposed development.
There are two fire hydrants currently providing adequate fire hydrant coverage within the vicinity
of the site.
It is anticipated that the existing water infrastructure has sufficient capacity to service the
proposed development. However, this will be confirmed by Unitywater during detailed design.
Refer to Appendix C for the NSC Existing Services Code and NSC Fire services for common private
title code, Appendix E for the Concept Services Plan and Appendix F for the Dial-Before-You-Dig
Plans.
5.6 Stormwater
Refer to the separate Site Based Stormwater Management Plan (SBSMP) prepared by Morgan
Consulting Engineers for considerations to stormwater.
5.7 Electricity and Telecommunications
The site can be serviced by electricity at the following locations:
1. Overhead power lines situated along the southern verge of Pearl Street, south of the site.
2. Overhead power lines situated along the eastern and western verge of Elm Street, west of
the site.
The site can be serviced by telecommunications at the following locations:
1. Underground Telstra cables situated along the northern and southern verge of Pearl Street,
south of the site, and along the eastern verge of Elm Street, west of the site.
2. Underground NBN cables situated along northern and southern verge of Pearl Street, south
of the site, and along the eastern verge of Elm Street, west of the site.
Refer to Appendix F for the Dial-Before-You-Dig Plans.
5.8 Gas
There is no existing gas main within vicinity of the site.

6 CONCLUSION
The Proposed Townhouse Development at 5 Pearl Street, Cooroy has been assessed to determine if
the proposed development can be serviced by sewerage, water, drainage and
electrical/telecommunications infrastructure in accordance with the Noosa Shire Council (NSC)
Planning and Development standards and best practice.
Based on all the findings outlined in this report, MCE believes that there are no engineering issues
in relation to this development that would preclude the above development from being approved
by Council.
