The applicant notes that when the Noosa Plan 2020 was initially notified for public submissions,
no hours of operation were detailed for the Major Centre zone and Noosa Junction precinct. The
applicant suggests that they have been advised that hours of operation were later included as a
change to the Noosa Plan as a result of concerns by surrounding residents. No liaison with the
relevant traders association was undertaken and as a result, inappropriate limitations have been
proposed for the major centre zone and hospitality precincts.
The area is specifically identified by the Noosa Plan 2020 as a Hospitality Precinct, with a primary
active frontage, public congregation and activation area and a special place – arrival/meeting/town
character.

Condition 3 was included on the approval reflective of the Noosa Plan 2020 Business Activities

noise impacts for residents in the area, with complaints previously received by Council about music
and patron noise coming from the Junction late at night impacting on their amenity.

hours of operation, having established under prior planning schemes when such a requirement did

until midnight, 7 days a week. A review of the website for businesses in close proximity to the
subject site finds that Eddie Cheeba’s at 5/1 Arcadia Street advertises their opening hours until
11pm Wednesday and Thursday and 12am Friday and Saturday and Theo’s Social Club at 2A/14
Sunshine Beach Rd until midnight, 7 days a week. Otherwise, the advertised hours of businesses
all suggest the businesses in proximity to the site do not open after 10pm Sunday to Thursday and
