Proposed Service Station – 175 Eumundi Noosa Road, Noosaville Ref: 20769 C R001 Rev 05 15.12.17 December 2017 9.2.2 High-Risk Area Treatment Due to the greater probability of oil and petroleum discharge within the high-risk area, specific site requirements have been identified which include: The containment of any potential contaminants typically associated with fuel dispensing and bulk filling with a high environmental risk; The provision of a canopy directly above the fuel dispensing and bulk fuel unloading areas in order to intercept rainfall and minimise stormwater entering the area; and The separation of the high-risk area from surface runoff from surrounding uncovered areas. To achieve these site-specific requirements a bund will be implemented surrounding the proposed high-risk area in order to essentially separate the area from the remaining site. Runoff collected within this bunded area (the high-risk area) will be directed to an underground SPEL Puraceptor (or approved equivalent) to treat stormwater runoff and separate potential contaminants. Treated runoff from the Puraceptor will be directed directly to the bio-filtration basin. It must be noted that treated runoff leaving the Puraceptor will not be of an adequate standard to discharge directly to the Lawful Point of Discharge (LPD) and must be directed to the bio-retention basin for further treatment prior to discharge to the LPD. SPEL Puraceptors are manufactured to set capacities. The appropriate SPEL Puraceptor model will be selected to store the full volume of the largest compartment size of the fuel suppliers refuelling tanker. For further information on the conceptual layout of the proposed development refer to the development drawings prepared by Nettleton Tribe Architects in Appendix B. Refer to Appendix G for further information of the proposed SPEL Puraceptor. 9.3 Erosion and Sediment Control 9.3.1 Pre-Development Phase An Erosion Hazard Assessment has been carried out for the proposed development – refer to Appendix E for a copy of the completed Noosa Shire Council form. As a result of this assessment, it was determined that the overall site is a ‘low’ risk. Prior to construction commencing, the following erosion and sediment control measures will need to be installed around the subject site to minimise disturbance and ensure the quality of runoff discharging from the site is of an acceptable standard: Sediment barriers to be installed on all entrances to downstream stormwater infrastructure (i.e. gully pits); Designation of transport routes through the site to minimise vegetation disturbance; Maximise retention of existing vegetation to reduce soil disturbance and provide filter strip treatment for runoff; Install construction entry and exit shakedown areas; Sediment fences are to be installed on the downstream boundaries of the subject site; and Install dust control measures as required. All erosion and sediment control measures are to be designed and installed in accordance with IECA Guidelines. Further details regarding the proposed erosion and sediment control measures will be provided during the detailed design phase of the development.
