PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 OCTOBER 2020
4. NEW PLANNING SCHEME
The Noosa Plan (2020) maintains the site’s inclusion with the Heritage Overlay and designation
within a Character Area. The new planning scheme heritage provisions are consistent with the
superseded planning scheme. As such the proposed development is inconsistent with the
Purpose and Overall Outcomes and the Performance Outcomes of the Cooroy Local Plan Code
and the Heritage Overlay Code. It is noted also that the Cooroy Local Plan Code specifically calls
for development within a character area to retain or reuse buildings that have cultural heritage or
townscape significance. The Heritage Overlay also maintains the same hierarchy of retain, re-
locate or demolish as the superseded planning scheme.
The new planning scheme maintains the site within a community type zoning (Community
Facilities) however the level of assessment for the medical use has been amended from Impact
to Code.
