   Findings on material questions of fact:

The reasons for this decision are as follows:
       a) Minimise the conflict points to the higher order state-controlled road.
       b) To ensure no significant impact for safety and efficiency of the state-controlled road.
       c) To ensure sight lines are maximised to see westbound vehicles on Diamond Street
       d) The objective of the Transport Infrastructure Act 1994 (TIA) requires the establishment of
          a road regime that is safe and efficient. The location of access will ensure the safety of all
          road users and maintain the operational efficiency of the state-controlled road.
