Information Request MCU19 0089
Officer: Patrick Murphy Direct Telephone: 07 5329 6436 Our Reference: MCU19/0089 OPW19/0160 Your Reference: GC15-137-T03 16 August 2019 Wessel Petroleum Pty Ltd C/- Insite SJC PO Box 1688 BUNDABERG QLD 4670 [email protected] [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU19/0089 OPW19/0160 Street Address: 52 Mary and 54 Mary Street NOOSAVILLE QLD 4566 Real Property Description: Lot 21 RP 72829 Lot 1 RP 131598 Planning Scheme: The Noosa Plan (8 June 2018) INFORMATION REQUIRED The information requested is set out below: Issue Traffic: Details on the architect’s plans and the Empire Engineering swept path plans differ in important areas, particularly in relation to the detailed configuration of the access driveways. Information Required The angled Mary St driveways shown Empire Engineering plans should be incorporated onto the architectural plans, and the Mary St site entry driveway should be narrowed to be only as wide as that required to accommodate the articulated vehicle. In addition, Weyba Rd driveway detail needs to be better resolved on its northern side. New swept path diagrams should be submitted after the plans have been updated (and after ensuring that the engineering plans and architect plans are consistent), with the swept paths incorporating standard clearance envelopes outside the boundaries of the vehicles, and with the site entry and exit manoeuvres not incorporating turns from a stopped condition. Issue Details of the parameters applied to the MUSIC model for the bio-retention system are provided in Section 2.3.2 and are appropriate. However, it is noted the typical bio-retention sections included in Appendix B indicate a saturated layer is present. No details are provided in the report to suggest that either of the bio-retention systems have been modelled in MUSIC with a saturated layer or whether the bio-retention system is lined. Information Required Provide the MUSIC model for review and screen shots from the model detailing the bio-retention system parameters. Provide further specifications for the bio-retention filter media, noting filter media specification should be in accordance with the Adoption guidelines for Bio-filtration Systems (CRC for water sensitive cities) and the Bio-retention Technical Design Guidelines (Water by Design). The planting list specified on Drawing No. CON03 includes shrubs and trees. However, the proposed filter depth of 500 mm is not consistent with the recommendations of IPWEA Standard Drawings (DS-070) that specifies a minimum filter depth of 700 mm for trees. Please clarify the proposed planting list for the bio-retention systems, and/or proposed filter depth. Please clarify the location of the northern bio-retention system. A discrepancy exists between the architectural site plan and the stormwater management plan. Council’s preference is for this basin to be located in the landscape area adjacent to the western boundary to ensure future maintenance of the system can be undertaken. This location will also ensure the basin is clear of the sewer mains and allow the connection of the basin discharge to the Council drainage system to the north of the site. The civil plans indicate the outlet of the eastern bio-retention system will be connected to a new pit located over the existing drainage line. However, the location of this pit in the footpath is not desirable, and should be relocated to the existing pit in Weyba Road adjacent to the proposed bio-retention system. Issue Details provided in relation to the non-potable re-use rates from the rainwater tanks are acceptable. The overflow from the rainwater tanks is proposed to be conveyed to the bio-retention system. Information Required Details in relation to the tank overflow and how the tanks will be plumbed back into the site for non-potable reuse (toilet flushing and irrigation) must be provided as part of the Operational Design Drawings. If re-use is not provided and/or the tank overflows are not conveyed to the bio-retention system, the MUSIC modelling will need to be revised. Issue Car Parking: Whilst the proposal requires 12 car parking spaces only 7 spaces have been provided. It is noted that the planning report seeks to rely on the area adjacent to the bowsers for car parking. Council is not supportive of this approach. It is also noted that bicycle parking is also required. Information Required Amended plans which demonstrate compliance with the car parking requirements of the Noosa Plan. Issue Retail area: the plans detail that the retail shop floor space is 101m2 whereas the planning report notes that the proposed use area of the retail component is 120m2 Information Required Clarification of the proposed use area for each proposed use. Issue Electricity supply: a recent previous application for the site included a pad mount and substation at the south-western corner of the Mary Street frontage. The current plans do not include these details. Information Required Clarification of whether a pad mount and substation is required for the site. If these are required and if so details of where they are proposed to be located and screened. Issue Waste: the plans do not confirm that the waste area is to be a bunded area and connected to the sewer. Information Required A notation be included on the on plans confirming that the waste area is to be bunded and connected to sewer. due date for response to information request The due date for providing the requested information is 16 November 2019.
