ORDINARY MEETING AGENDA 18 AUGUST 2022
Advice to Unsuccessful Nominees for the PCG
• As part of the EOI process, unsuccessful nominees for the PCG will be notified in writing within
7 working days of the close of the EOI application deadline (or Tuesday 16 August 2022). This
provides Councillors with an opportunity to consider officers recommendations. Nominees
may request specific feedback from Council on their nomination.
• Due to the very high calibre of the nominees, it is proposed that Council brings forward the
establishment of an external Community Panel, originally proposed in Stage 3 of the process,
and that the 23 nominees are invited to join this forum.
• This Community Panel will be convened at key points in the process and will also add
significant value to the process as independent, critical friends that will provide feedback and
insights, prior to the engagement of the wider local and business community.
Evaluation Panel
• The Probity Plan for the EOI selection process was overseen by Noosa Council’s Governance
Manager and Procurement and Contracts Advisor. Three of council’s most senior officers,
including the CEO sat on the Selection Panel which was moderated by Council’s Procurement
and Contract Advisor.
• The following Council staff engaged in the process signed the Probity Plan:
o Chairman (moderated session) Procurement and Contract Advisor
o Panellist 1 Chief Executive Officer
o Panellist 2 Director Corporate Services
o Panellist 3 Director, Environment and Sustainable Development
• Supporting the Selection Panel were:
o Administrator Manager, Economic Development
o Minutes of Moderated Meeting Project Officer, Economic Development
Evaluation Process
• The EOI process and evaluation aligned to Council Procurement Guidelines for Expressions
of Interest.
• Phase 1 of the Process | Independent Evaluation
o Panellists independently assessed each of the 29 eligible nominations
o Each nomination was evaluated and scored individually by all evaluation panel members
against the attached criteria, approved by Governance Manager and Director ESD,
(please see Appendix 2).
• Phase 2 of the Process | Moderated Evaluation
o Panellists came together on two occasions to discuss and moderate all nominations,
observed by the Governance Manager.
o A consensus was reached through moderated discussion of top candidate considering
best fit and overall value to the Project Control Group.
The moderated sessions also considered:
• Complementarity of existing skill sets, backgrounds, and qualifications (relative to existing
PCG members and to other top scoring nominees)
Regional and/or geographic representation
- Indigenous and inclusive representation
- Representation of self, versus representation of many
