GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

2.   SITE DETAILS
2.1. Background
The site previously operated as a nursery.
2.2. Site Description
The 2.01ha rectangular shaped lot has approximately 178m of frontage to McKinnon Drive and a
slight slope from the south west to the north east corner of the site where 3 dams exist. There is
a scattering of vegetation around the boundaries with no significant stands of vegetation existing.
2.3. Surrounding Land Uses
The site is surrounded by typical small rural residential holdings. An access easement serving a
battle axe property adjoins the site’s western boundary. Across McKinnon Drive is Tewantin
National Park.
3.   ASSESSMENT
3.1. Instruments for Statutory Assessment
Under the Sustainable Planning Act 2009 the application must be assessed against each of the
following statutory planning instruments to the extent they are relevant to the development:
   State Planning Policies;
   the South East Queensland Regional Plan;
   State Planning Regulatory Provisions;
   any Structure Plan or Master Plan in place for declared areas;
   any Preliminary Approval Overriding the Planning Scheme for the land;
 the Planning Scheme for the local government area; and
 any Temporary Local Planning Instrument in place for the local government area.
Of these, the statutory planning instruments relevant to this application are discussed in the
sections that follow.
3.2. State and Other Statutory Instruments
State Planning Policy
State Planning Policy mapping identifies the following applicable layers:
 Transport Noise Corridor – Noise Corridor
 Water Quality – Climatic regions, stormwater design objectives
 Natural hazards Risk and Resilience – Bushfire Hazard
The proposal complies with the provision for water quality and bushfire hazard. The application
was referred to Department of Transport and Main Roads (DTMR) as a Concurrence Agency
who have provided conditions requiring an upgrade of McKinnon Drive and raised no noise
concerns in regard to the development.
South East Queensland (SEQ) Regional Plan 2009 - 2031
The site is located within the Rural Living Area of the SEQ Regional Plan. The proposal is
consistent with the regional policies of the SEQ Regional Plan and does not trigger assessment
as the proposed Community Activity proposes less than 5000m² of Gross Floor Area (GFA) and
less than 250m² of incidental commercial activity. Furthermore, the proposal promotes the
outcomes of Regional Policy 6 which seeks to ensure cohesive and inclusive communities that
provide a full range of services.
