GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

5. CONCLUSION
The proposed use is inconsistent in the Rural Settlement zone. However, the proposal offers
rural type uses typically found in the semi/rural areas, of which cannot be provided in an urban
area. There is a clear need for ‘Our Backyard’ proposal which partially fills a gap in supporting
people living with disabilities and their families; challenges which are outlined in Noosa’s Social
Strategy. Traffic and car parking raises some concerns. Road upgrades to the site’s frontage
would alleviate daily traffic concerns, and when a car parking and traffic management plan is
implemented, special events are unlikely to adversely affect the surrounding rural residential
uses. The proposal provides significant community benefit close to Tewantin with minimal
impacts on the surrounding rural residential area.
The following grounds are considered sufficient to overcome the conflict with the Planning
Scheme for the proposal:
1. ‘Our Backyard’ offers rural type uses which are compatible with and maintains the rural
        residential character of the area.
2. The proposal partially fills a gap in support services for people living with disabilities and
their families while not adversely impacting on surrounding rural residential properties.
3. The proposal will generally add positively to Noosa’s social fabric providing a benefit to the
community and is consistent with the intent of Noosa Social Strategy
