GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

1. The approval can only be issued on a trial basis. If the oyster spat does not successfully
recruit to a pre-agreed density after three years, the applicant, being Noosa Shire Council
is required to remove the oyster reef restoration units in the 4th year.
2. Signage is necessary at each site to notify the community that the oyster reef restoration
units are being deployed on a trial basis only, and provide details on who to contact if there
are issues or complaints about the sites.
3. A requirement to indemnify the State government from any legal proceedings or costs that
may result from damage to person or property as a result of the works.
4. After three years, the reef structures can no longer receive maintenance and must be
considered a natural part of the ecosystem within the Declared Fish Habitat Area.

3. Monitoring

As the project will only be allowed to remain deployed for a 3 year period, monitoring of the units
is necessary to identify whether or not the oyster spat is recruiting on the restoration units at a
rate that they are likely to naturally cement around the restoration units within the 3 year trial time
frame.

Where this Key Performance Indicator, as agreed to by DAFF is not met, it will be Noosa
Council’s responsibility, as the RAA holder, to remove failed oyster reef restoration units following
their deployment. All other units will be permitted to remain, however will be considered a natural
feature of the declared fish habitat area.

4. Funding for partners

To date, funding in the form of in kind support for seeking relevant approvals for deployment of
the oyster reef restoration units and one third of the funding of the fees associated with the
preparation and submission of the development approvals has been provided by Noosa Council
staff. There is no further funding budgeted to be provided by Noosa Council for the project.
