APPLYING THE BURRA
CHARTER PROCESS:
WHAT IS BURRA CHARTER?
THE BURRA CHARTER DEFINES A SET OF PRINCIPLES TO CREATE A NATIONALLY RECOGNISED GUIDELINE FOR THE
CONSERVATION AND MANAGEMENT OF CULTURALLY SIGNIFICANT & HERITAGE PLACES.
THE BURRA CHARTER WAS FIRST ADOPTED BY ICOMOS CHARTER FOR THE CONSERVATION OF PLACES OR CULTURAL
SIGNIFICANCE IN 1979
PRINCIPLES AND OUTCOMES ADOPTED IN PROPOSED DEVELOPMENT:
ARTICLE 22 - NEW WORK
QUOTE: "New work maybe acceptable where it does not distort or obscure"..."or detract from its interpretation" (ICOMOS,
2013).
QUOTE: New work maybe sympathetic in its setting (ICOMOS, 2013).
The proposed new works are compatible and readily identifiable (ICOMOS, 2013), as such, do not mimic existing fabric and
styles. This is in accordance with AO.7.2 of the Cooroy Local Plan Code. The new works celebrate and complement Cooroy's
identity through siting, bulk, form, scale, character, colour, texture, and material (ICOMOS, 2013).
Acceptable Outcome 5.2 of the Cooroy Local Plan Code has been a strong focus point in these proposed works. By providing a
landscape buffer of native vegetation between the public footpath and site boundary, the visual setting and contribution towards
the setting, character plan, and the public realm is emphasised. Furthermore, the new works retain and enhance key heritage
elements by selectively removing undesired trees that can pose a threat to existing structures on site and surrounding context.
ARTICLE 4 - KNOWLEDGE, SKILLS AND TECHNIQUES
Traditional techniques and materials are preferable (ICOMOS, 2013) for new works involving culturally significant places or
fabric. A modern approach to traditional techniques & materials is also demonstrating there is merit in reflecting the significant THE MEMORIAL HALL c.a 1926 (Google Street View, 2021)
place and fabric. This reflection in the proposed works is achieved through the incorporation of traditional linear board (matching AYSMMETRIC ROOF FORM WITH DECORATED GABLES. HIGH LEVEL RIDGE

weatherboard profile) as the predominant building fabric, with a continuous 'in shadow' cladding acting as a painted undercroft on
a traditional stumped dwelling. The architecture adopts traditional detailing throughout the site to better reflect the regional
Queensland vernacular and traditional characteristics along Maple and Myall Street.
