RECOMMENDATION
That Council note the report by the Environmental Services Manager to the Planning &
Environment Committee Meeting dated 12 March 2019 on the outcome of the procurement
process for the Fishing Futures directions paper.
REPORT
At the Ordinary Meeting of 20 December 2018, Council resolved to prepare a Noosa Fishing
Futures research-based directions paper to inform Council’s position and actions related to the
long-term sustainability of fisheries management in the Noosa River as a key input into the
Noosa River Plan. As part of this resolution, Council also requested a report on the outcome of
the procurement process for this consultancy, as follows:
C. Request the Chief Executive Officer to seek quotations from suitably qualified consultants
in accordance with Council's procurement policy and appoint a consultant following the
assessment of those quotations and further, request the Chief Executive Officer to report
the outcome of that procurement process to a future Council meeting.
In accordance with Council’s Procurement Policy, an Invitation to Quote (ITQ number 1819Q083)
was prepared and released to three (3) identified suppliers on Wednesday 19 December 2018.
The ITQ included a clear specification for the project including the timelines required in order to
meet Council’s requirements.
The Invitation to Quote closed on Thursday 3 January 2019.
One of the consultants that was sent the ITQ responded thanking Council for the opportunity
however advised that they will not be submitting a quote due to heavy work commitments and
therefore, they did not have the capacity to undertake they work. The third consultancy did not
respond to the ITQ.
The one completed response was assessed against the pre-determined evaluation criteria by the
evaluation panel (made up of Manager Environmental Services (Chair), Environmental Officer
(Technical Expert) and Manager Economic Development (Independent Member) on Friday 4
January, this response to the ITQ was evaluated by the panel as meeting the requirements of the
invitation to quote.
The successful consultancy, Fresh Advisory, has now been appointed to undertake the project.
