Assessment Manager Noosa Shire Council [email protected]<mailto:[email protected]> Submission - Material Change of Use - Service and Utility Type 3 tower Application # MCU 18/0166 244 Tablelands Rd Cooran Lot 22 SP 148684 Property ID 154492 I wish to object to the proposed NBN tower planned to be adjacent to my property. I would like council to consider the intent of their Noosa Plan, specifically the Mary River Catchment plan. Just six months ago, we bought the property at 226 Tablelands Rd. This choice was largely based on the Cooran character, views from our ridgeline and the natural environment. Tablelands Rd leads to the James McKane lookout and a section of the Noosa Trail Network, a facility described by council as having scenic hinterland trails through spectacular countryside. The Mary River Catchment plan has specific policies in regard to the installation of Telecommunications towers. These policies were developed because the visual impact of a facility like an NBN tower is recognised as needing careful consideration. In particular, they include the position of a high impact structure situated on a ridgeline. The planning scheme policy 23 2.2 states that applications for a tower located on a ridgeline are unlikely to be approved. This image of our property (left) and 244 Tablelands Rd (right), taken from the Noosa Trail. Clearly, the 2 properties are on a ridge. The tower would protrude 18 - 20 metres above the tree line. This is a high visual impact proposal. [cid:F99BA582-E2E7-4BCB-924A-72DE283CEFCA@modem] The image clearly indicates that a tower of this size along the ridgeline would be a degradation of views from the Noosa Trail. From this vantage point, the view encompasses Mt Cooran, Cooroora and Cooroy. I question whether the applicant has provided significant evidence of the visual impact against these geographically significant features. A tower so close to our property would, of course, have a high visual impact for us. It would dominate our land, and be an upsetting view on a property we chose because of the unspoilt vegetation and beautiful views. Even though health issues are debatable, we would be in view of a huge piece of controversial infrastructure, one that cannot be disguised to blend in to our landscape. The Noosa plan is in place to protect this special region. I trust that a decision will be based on the council policies established for this purpose.
