Ecological Assessment Report v2- 25 Pavilion St Pomona
Ecological Assessment Report v2 NCES REF: J000908 Lot 21 on SP316902 – 25 Pavilion Street, Pomona 6.2 State Government 6.2.1 Vegetation Management Act 1999 - Regulated Vegetation DoR’s Vegetation Management Supporting Map identifies Category B (Remnant Vegetation) and Category R (Reef Regrowth) regulated vegetation within the site. No impacts to the mapped Category R vegetation are proposed. Schedule 10, Part 3, Division 4, Table 2 of the Planning Regulation 2017 requires any reconfiguration of a lot application that is assessable development under section 21, which includes an allotment which is 5ha or larger, to be referred to SARA for assessment against SDAP State Code 16 - Native vegetation clearing. The site measures less than 5ha hence referral is not required. 6.2.2 Nature Conservation (Koala) Conservation Plan 2017 and SDAP State Code 25 Development in South East Queensland koala habitat areas The removal of Koala Habitat Areas in mapped Koala Priority Areas is prohibited development under Schedule 10 Part 10 Division 2 of the Planning Regulation 2017. The site is located within the Koala Priority Area and no Koala Habitat Area is located within the site. The nearest unit of mapped koala habitat occurs approximately 140m west of the proposed Lot 6 building envelope. Where a development proposal within a Koala Priority Area does not require the removal of koala habitat, assessment under Schedule 11, Part 2 of the Planning Regulation 2017 is required. Table 3 – Assessment benchmarks — Development on premises in koala priority areas not interfering with koala habitat Assessment Benchmarks Response (1) The following matters are assessment The development retains the majority of existing koala benchmarks for the development: movement opportunities within the site and includes a (a) the development provides, on the premises, the BLE on Lot 10 located approximately 140m from the safe koala movement measures necessary to mapped Koala Habitat Area to the west of the site maximise the safe movement of koalas: hence does not impede movement potential within (i) within a koala habitat area on the premises; and between the Koala Habitat Area located in vicinity and to the site. (ii) between a koala habitat area on the premises (the first area) and a koala habitat area or ecological corridor within 200m of the first area; (b) either: (i) each building, structure or works associated with the development is at least 50m from a koala habitat area; or (ii) the development complies with each of the criteria stated in subsection (2). (2) For subsection (1)(b)(ii), the criteria are as (a) No change to the condition of the soil is expected follows: to impact Koala Habitat Areas as a result of the development. The Lot 10 BLE is positioned (a) any change to the condition of soil as a result approximately 140m from the nearest Koala Habitat of the development does not adversely affect a Area. koala habitat area; Examples of changes to the condition of soil: • the addition of nutrients to the soil • the erosion of the soil • the compaction of the soil (b) any alteration of hydrological flows as a result of the development does not adversely affect a (b) The development is not expected to affect koala habitat area; hydrological flows present within the site. © 2021 28
