21598 - Glenridge Drive Development Application Engineering Report - draft
1. Introduction Tod Consulting has been engaged by the Mark Bain Constructions to prepare preliminary engineering drawings and an engineering report in support of a proposed 8 lot rural residential subdivision development application to Noosa Shire Council at 60 Glenridge Drive, Cooroibah. The purpose of this report is to address the engineering infrastructure that will be required to service the proposed development. This report was compiled using information from the following sources: • Site inspection • Dial Before your Dig (DBYD) information • Google Imagery & Noosa Shire Council interactive mapping • Detailed Survey provided Noosa Cooloola Land Surveys Existing Property and Features: The existing property is located at 60 Glenridge Drive, Cooroibah within the Noosa Shire Council local government area. The total site area is 16.38 Ha and is described as Lot 47 on RP860577. The location is shown in Appendix A The site was previously used as a sugar cane farm and contains one existing dwelling and some ancillary buildings. The topography of the site is very flat with parts of it subject to flooding. 2. Proposed Development/Flood Assessment The proposed development is for an 8 lot rural residential subdivision. The proposed lots will be accessed via a new road intersecting with Glenridge Drive and terminating with a cul-des-sac. As outlined in the Flood Assessment Report prepared by Peak Urban, the development is subject to flooding with the proposed road crossing one of the overland flow paths through the site. Flood relieving culverts will be provided at this crossing point. Please review to the Flood Report for details. Stormwater runoff from the new road will be conveyed using open drains to this gully crossing point. 3. Access Road and Intersection The proposed new road intersects with Glenridge Drive, which is rural local street generally 6m wide with a posted speed limit of 60kph. The new intersection is located approximately on the mid point on the outside of the bend along the frontage of the lot. (approx. 77m from the northern boundary). The safe intersection distance (SISD) for vehicles exiting the new road, when taken 3-5m back from the nominal edge line for a 70kph speed limit is 141-151m as per the normal design requirements in table 3.2 of Austroads Part 4A – Guide to Road Design – Part 04A – Unsignalised and Signalised Intersections. The visibility to the south-east is slightly impacted by the property boundary and vegetation on the opposite side of Glenridge Drive resulting in a sight distance of 135m – measured along the line of the road. The visibility to the north is slightly obstructed by vegetation on the eastern side of Glenridge Drive within the Council reserve meaning the available visibility is in the order of 105m. However, it should be noted that given this is an existing street Extended Design Domain standards can be adopted which would reduce the visibility requirements to between 100 and 110m. The visibility in both directions exceeds the EDD sight distance requirements. In addition, it should be noted that as the predominant traffic movements will be left turns out of the new road, the visibility to the north is less critical. A site check has confirmed that no clearing of existing vegetation is required – refer photos below, although some minor pruning would increase the sight distances by a small amount. Page 3 of 8
