2. THE DEVELOPMENT APPLICATION
The application seeks a Development Permit for a Material Change of Use for a Cultivation Type
2 Intensive for crops within three greenhouses on the site. The following details are considered
relevant to the application:
• Three Greenhouses are proposed for the site to be constructed over 2 to 4 years
dependant on demand and success of venture;
• Two Greenhouses of 144 metres x 140 metres are proposed to be located in the centre of
the site and one Greenhouse of 144 metres x 212 metres in the northern cleared portion.
Attachment A provides a plan of the proposed Greenhouses.
• Greenhouses are to be constructed with a metal frame with concrete foundations and
covered by Polyethylene plastic for both roof and walls. It is noted that the plastic walls extend
50 cm into the ground.
• Four centrifugal fans are located at each corner of the greenhouses to circulate air throughout
the greenhouse. Six motors are located across the greenhouses for air circulation throughout.
• No vegetation to be removed as the Greenhouses will be located in existing cleared areas;
• Packing shed to be located in centre of site near greenhouses;
• Packing shed to be used for packing of crops and storage of fertilizer.
• Carparking for up to 70 vehicles located in centre of site near greenhouses.
Operations:
• The greenhouses will be planted with tomato and cucumber plants. Initial seedlings are delivered
by a small rigid truck to the greenhouses at an approximate size of 25 centimetres and are in a
100mm cube. This cube is then planted onto a slab of Rockwool which sits directly on the
ground.
• A fertigation room is located in the existing packing shed on site and is where water is mixed with
nutrients. The plants are irrigated with the mixed nutrient water via a main irrigation line which
runs into the greenhouse and then separates to different areas with a dripper going into each
plant. The Rockwool slab is where the roots of the plant grow, this slab is covered in plastic to
hold the water however does have a slit in plastic to allow excess water to drain off. The excess
water runs onto the ground in the Greenhouse and is absorbed into the ground.
• Approximately 50,000 litres per day is used to feed the plants in the greenhouses which is made
up of the following:
• 1% Calcium
• 1% Potassium
• 1% Nitrate
