6 ORDINARY MEETING REPORTS
1. COMMUNITY JURY PROJECT
Author Chief Executive Officer, Brett de Chastel
Executive Office
Index ECM/ Subject/ Community Jury
Attachments Nil
EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated
2 July 2015 regarding the Council’s second Community Jury Project and adopt the question for
the second Community Jury as: “How can we manage the Noosa River better? What role should
Council play and what resources should Council apply?”
REPORT
Community Jury
Noosa’s first Community Jury is nearing completion. It anticipates being in a position to provide
its report to Council at or shortly after its final meeting which is scheduled for 8 July 2015. Council
will then assess the community jury report and subsequently provide its response to the jury
recommendations.
At the conclusion of the second Community Jury process, a detailed assessment of the process
will be undertaken looking at what went well, what can be improved and the future of the
Community Jury. As initial feedback, the following are early observations on the first process to
date:
The initial information pack provided to the jury is very important. It takes a lot of time and
effort to get the right information in the right format.
In the case of the first jury, the site visit was important and helpful.
The number and quality of submissions via the Your Say Noosa website was good.
There was a lot of work involved between meetings in sourcing additional information and
presenters.
There was good co-operation from people who were invited by the jury to speak or present
to the jury.
There is a need to keep the community informed on the Community Jury progress and
information provided to the jury.
The right facilitator makes a significant difference.
Local media interest in the process is important.
The timing of meetings and using good facilitation skills to stimulate jury member
interaction was important.
The jury members became more and more engaged as they got deeper into the topic.
A full review of our process will be undertaken and presented to Council following the completion
of the second jury.
Section 14
ORDINARY MEETING AGENDA 2 JULY 2015
Second Community Jury Topic
The first Community Jury topic was: “What is the best option for minimising organic waste sent to
landfill?”
It is timely to consider a topic for the second Community Jury.
The criteria used to determine what could be referred to a Community Jury included:
Is it a significant issue for the Noosa community?
Does it have significant financial implications and is information about the financial
implications available?
Is the Council open to consider recommendations by the Community Jury?
The question for Noosa’s second Community Jury is proposed as:
“How can we manage the Noosa River better? What role should Council play and what
resources should Council apply?”
This is a significant issue for our community and one that can be addressed by a Community
Jury. Council already has a lot of background information and material that would be useful for
the Community Jury to consider on this topic. This covers issues such as the management of
abandoned vessels, effluent discharge from people living on board vessels, visual amenity on the
river (mooring/anchoring), regulating uses on the river etc.
Community Jury Meetings
Jury members will attend up to six meetings. An initial briefing will be held on a Saturday from
9.30am-4.30pm with up to 5 additional jury meetings being held on Wednesday nights from
6.00pm-9.00pm. The timing of meetings will be set when the second jury is established to allow
for potential jury members to be aware of their commitment.
Information for the Community Jury
Should the question be adopted, the Community Jury will deliberate in light of information
provided by Council and from other external sources. The Community Jury can request additional
information from Council as it progresses and can request that Council obtain information from
external sources such as State Government Agencies and experts in the field. The jury will
determine what information it needs and who they wish to present to them on the topic.
It is important that Council is transparent and supplies all information as requested.
All information supplied by Council to the Community Jury will be made available to the public via
Council’s website and its online community engagement tool, Your Say Noosa.
Members of the public can make submissions to the Community Jury.
Level of Authority – Community Jury
Council will consider recommendation/s as presented by the Jury in its report but retains the right
to make the final decision as required by law as it is the governing body pursuant to the Local
Government Act 2009.
