GENERAL COMMITTEE MEETING AGENDA 13 FEBRUARY 2017
OT Attachment 1
INTRODUCTION
Noosa Council acknowledges regional plans are important documents that provide a
framework for broad strategies covering projected growth, planning and development,
character and design, economic opportunities, rural prosperity, transport and other
infrastructure and environmental values. Council planning schemes are required to comply
with both the broad strategies and details contained in associated mapping. Consequently,
ShapingSEQ is a new plan that is important to the future of Noosa.
ShapingSEQ continues previous strategies commenced under the earlier regional plans.
However it is more concise and written in mostly plain language. ShapingSEQ is generally
assessed to be an appropriate, well prepared and positive plan and the range of strategies
are supported.
This submission is intended to highlight a small number of issues to the Queensland
government in an effort to bring about improvements to the final ShapingSEQ.
INTER-URBAN BREAK BETWEEN THE NORTHERN AND METRO SUB-REGIONS
| Council strongly supports the additional recognition in ShapingSEQ to the inter-urban break
between Sunshine Coast and Moreton Bay regions. This support extends to the intention to
further explore long-term protection measures.
Notwithstanding the overall intentions towards the importance and protection of the inter-
urban break, Council has concerns about other outcomes within ShapingSEQ. The three
Potential Future Growth Areas lead to added opportunities for further significant
development within the existing inter-urban break. These prospects are in addition to the
substantial intrusion of Aura which was introduced by the 2009 SEQ Regional Plan.
The inter-urban break is defined by stippled marking on Strategic Framework mapping
within both Sunshine Coast and Moreton Bay planning schemes as highlighted below. These
planning schemes were finalised in 2014 and 2016 respectively. Consequently they are up-
to-date representations of medium term planning policy of the councils as endorsed by the
Queensland government. Council considers there is a significant inconsistency in the
planning philosophy underpinning ShapingSEQ whereby the key strategy to protect the
long-term status of the inter-urban break is potentially undermined by commitments for
three new areas of undefined but substantial urban development.
