Dear Trent
NOOSA CIVIC – CAR WASH TENANCY
DEVELOPMENT APPLICATION – TRAFFIC MATTERS
Context
Cardno (QLD) Pty Ltd has been engaged by Queensland Investment Corporation (QIC) to provide traffic
engineering advice in relation to a proposed car wash tenancy at Noosa Civic Shopping Centre (Noosa Civic).
This document has been prepared to provide an overview of the proposed tenancy and conduct a high level
assessment of any possible traffic matters associated with the tenancy. In particular, this letter has been
prepared to inform the Noosa Shire Council’s (NSC) assessment of the development application.
Proposal
Noosa Civic propose to lease part of the existing shopping centre car parking area for the purposes of a hand
car wash tenancy. Plans for the existing site and proposed tenancy are attached.
The proposed site is located within the “Retail” zone of the Noosa Civic Shopping Centre, and will occupy 22
existing parking spaces, with 8 spaces reserved for drop off and holding for the car wash, resulting in a net
loss of 14 parking spaces.
Figure 1 illustrates the context of the overall Noosa Civic site and surrounding road network.

Figure 1 Site Context and Surrounding Road Network

The proposed car wash tenancy consists of an operational area, where cleaning operations take place, and a
reserved parking area with four drop-off and four holding parking spaces, situated beside the operational area.
The entry to the operational area is via an existing two-way parking aisle, where vehicles would exit the site
onto the same two-way parking aisle.
The operation of the proposed site is described as follows:
> Vehicles (driven by customers) enter the reserved parking area via the existing parking aisle, where
the customer parks in a drop-off parking space, and is met by staff or proceeds to the reception
area. It is noted that if the drop-off parking spaces are at capacity, the holding parking spaces would
be used for customers to drop-off vehicles;
> A building between the parking and operational area has provisions for storage, and reception/staff
areas;
> The washing area can be accessed via both parking aisles, whereas there is one-way circulation
through the vacuum / detailing areas (refer to Figure 2). The vehicles (driven by staff) progress
through the various cleaning stations in the following order:
- Wash area (room for two cars end-to-front);
- Vacuum area (room for one car);
- Detailing area (room for one car).
> Finished cars will be driven by staff out of the operational area and transferred to one of the four
reserved holding spaces via the parking aisles.
It is anticipated that any servicing of the tenancy would be carried out by a van type design vehicle.
The layout and circulation of the proposed car wash tenancy is shown on Figure 2.

Potential Traffic Matters
Cardno has considered the traffic matters relevant to the proposed tenancy. These include:
1. Design of tenancy layout;
2. Impact on existing centre parking supply
3. Additional parking demand generated by the tenancy;
4. The potential for the additional traffic generated by the proposed tenancy to impact upon the
operation of the external road network.
The traffic matters raised above are discussed in further detail in the subsequent sections of this letter.

Section 56
1 November 2017
Traffic Matter 1 –Design of Tenancy Layout
Cardno conducted a review of the layout of the proposed car wash tenancy, including the following:
> Manoeuvring through the operational area;
> Interaction of the proposed tenancy with the surrounding car parking areas and pedestrian traffic;
> Design of car parking spaces in reserved parking area.
Given the arrangement of the proposed tenancy, there is flexibility in the circulation between the parking and
operational areas, based on the following assumptions:
> Order of Services
- Washing, Vacuum, then Detailing
> Washing Area gains access via both parking aisles
> Vacuum Area gains access via northern parking aisle
> Detailing Area gains access via Vacuum Area.
Cardno has identified the following four potential circulation paths:
1. Northern entry into Washing Area
a. Forward exit (refer drawing 495623-SK01)
b. Reverse exit (refer drawing 495623-SK02)
2. Southern entry into Washing Area
a. Forward exit (refer drawing 495623-SK04)
b. Reverse exit (refer drawing 495623-SK03)
A swept path analysis has been undertaken to demonstrate the suitability of the above circulation paths.
The swept paths show that a B85 design vehicle is able to safely and efficiently manoeuvre between and
through the parking and operational areas, with the necessary 300mm clearance as required by the Australian
Standards for Parking facilities Part 1: Off street car parking (AS2890.1:2004). The swept path drawings
(495623- SK01 – 04) can be found enclosed herein.
The vehicular access arrangements for the site have also been reviewed. Given the proposed tenancy will be
located within the centre car park, access will be gained via the existing parking aisles. The reserved parking
area will have pavement markings indicating the branded parking bays allocated to customers, whom simply
park in a drop-off bay and proceed to the reception area. It is noted that if the drop-off bays are at capacity,
the holding bays would be used for customer vehicle drop-off. These movements are not dissimilar to regular
car park operations. Given the above, the risk of queuing back through parking aisle is considered to be
minimal. Furthermore, any queueing would be remote from the car park circulation roads and external road
network.
The proposed tenancy is not anticipated to have any significant impact upon the operation or safety of the
surrounding car parking areas and pedestrian traffic.
The reserved parking area consists of eight existing parking spaces, which have been reviewed against the
Noosa Plan. In accordance with Noosa Plan Part 14 Division 13, car parking should be designed to the
standards of AS2890.1:2004, for a Class 3 parking facility. The eight existing parking spaces are designed as
follows:
> Bay width: 2.6m
> Bay length: 5.4m
> Parking aisle: 6.2m
These dimensions comply with the minimum requirements for Class 3 parking facilities.
Given the above, the layout of the proposed tenancy is considered to comply with the relevant design
guidelines, and is therefore considered to be appropriate.
495623 Noosa Civic Car Wash Traffic Letter 2017 11 01 final.docx Page 4
Section 57

Traffic Matter 2 – Impact on Existing Centre Parking Supply
The Noosa Civic Shopping Centre approval (reference 132002.220285.4) requires 1,413 car parks to be
provided (Condition 152), and the existing car parking supply available at the centre is 1,414 spaces.
Therefore, parking supply is currently in excess of the conditioned approval.
With the inclusion of the proposed car wash tenancy, there is a net loss of 14 spaces. This reduces the car
parking supply at the centre to 1,400 spaces, which does not satisfy Condition 152 of the approval that 1,413
spaces should be provided.
Noting that the parking provision of Condition 152 is not met, further investigation has been undertaken to
demonstrate that the proposed car parking supply at the centre will still be sufficient to accommodate the peak
parking demands.
In order to assess the existing Noosa Civic Shopping Centre parking demand, parking survey data used for a
previous traffic study at the centre was utilised. A car parking survey was undertaken by TTM on Thursday 14
February and Saturday 16 February in 2013. The existing car parking demand rates were calculated based
on the car parking occupancy obtained by the survey and the occupied gross lettable area (GLA) of the existing
Noosa Civic at the time of survey. Table 2 summarises the findings of the surveys.
Cardno investigated annual daily door count data from the centre to identify the 90 th percentile busiest shopping
day of the year. The 90th percentile day is chosen as the design parameter for parking demand. This
assessment approach is a standard traffic engineering approach which accounts for all but the busiest time
periods, generally relating to the Christmas and Easter holiday trading periods. Designing for these
occurrences would mean a significant over supply the rest of the year.
For the retail component of the development, the 90th percentile car parking demand based on an annualised
profile was then determined from the 2013 annual pedestrian door count data combined with the car parking
rates determined from the TTM surveys.

The estimated 90th percentile parking demand for the centre is as follows:
> Thursday: 1,136 spaces
> Saturday: 944 spaces
As shown on Table 2, the centre currently provides for an additional 278 spaces and 470 spaces for the
Thursday and Saturday trading peak, respectively.
With consideration of the net loss of 14 spaces associated with the proposed car wash, the overall centre will
still provide for an additional 264 spaces and 456 spaces, during the Thursday and Saturday peak periods
respectively.
Therefore, the car wash tenancy is not considered to have a significant impact on the existing parking supply
at Noosa Civic Shopping Centre and the marginally reduced parking supply is considered to be sufficient.

Section 58
1 November 2017
Traffic Matter 3 – Additional Parking Demand Created by the Proposed Tenancy
Due to its location within the existing car parking area of the Noosa Civic site, the proposed car wash tenancy
is not visible from the external road network. Therefore, unlike car washes located at service stations etc. on
the external road network, the subject tenancy would be unlikely to attract ‘drive-by’ business.
Furthermore, as customers would have to wait for their vehicles to be washed by hand (estimated to be around
45 minutes), it is unlikely that customers would drive to the centre for the single purpose of having their car
washed.
Given the above, car parking demand for the proposed car wash tenancy would predominantly be driven by
existing Noosa Civic customers as part of a multi-purpose trip. Therefore, the proposed car parking
arrangements (i.e. no new car parking spaces provided) are considered to be appropriate.
Traffic Matter 4 - Operational Impacts of the Proposed Tenancy
Similar to Traffic Matter 3, it is unlikely that customers would drive to the centre for the single purpose of having
their car washed. Therefore, the trips generated by the car wash tenancy would predominantly be driven by
the existing Noosa Civic customers as part of a multi-purpose trip.
It is anticipated that there will be no net increase in external trips generated by Noosa Civic with the car wash
tenancy, however it is likely internal activity will increase at this location, as existing centre customers drop-off
their vehicle at the car wash during their visit to the centre.
To understand the level of activity likely to be shifted to the car wash tenancy, Cardno has forecast the likely
internal trip generation for the tenancy based on our experience using a first principles approach, and adopting
the following assumptions:
> It would take around 15 minutes for a vehicle to progress through each station;
> The car wash has a maximum capacity to handle one vehicle in and one vehicle out per every 15
minutes;
> This equates to a capacity of 4 vehicles per hour (vph) in, and 4vph out, giving a maximum total
maximum capacity of 8vph. This is considered to be conservative, as it assumes 100% occupancy
of all car wash bays.
Based on the above findings, it is anticipated that a maximum additional internal movements of 8vph would be
generated by the car wash, where these 8vph would likely be existing centre customers whom are benefiting
from the car wash during their visit to the centre. With regards to the external impact, there is not expected to
be any additional trips to and from the centre.
This level of activity is considered to be insignificant, and therefore will not significantly impact the operation
of the internal car park.

Summary
Cardno has investigated the potential traffic matters associated with a proposed car wash tenancy located at
Noosa Civic Shopping Centre. This document investigated the following potential traffic matters relating to the
tenancy:
> Design of tenancy layout;
> Impact on existing centre parking supply
> Additional parking demand generated by the tenancy;
> The potential for the additional traffic generated by the proposed tenancy to impact upon the
operation of the external road network;
Investigation of the traffic matters relating to the tenancy have established the following:
> The recommended circulation for the proposed tenancy is considered to minimise the traffic impact
on the other parking areas
> The traffic layout of the proposed tenancy is considered to comply with the relevant design
guidelines, and is therefore considered to be appropriate;
> With a net loss of 14 spaces, the overall centre will still provide for an additional 264 spaces and
456 spaces above customer demand, during the Thursday and Saturday peak periods respectively.
This is not considered to have a significant impact on the existing parking demand at Noosa Civic
Shopping Centre.
> The car parking demand for the proposed car wash tenancy would predominantly be driven by
existing Noosa Civic customers as part of a multi-purpose trip, therefore, the proposed car parking
arrangements (i.e. no new car parking spaces provided) are considered to be appropriate;
> The proposed car wash tenancy is anticipated to generate an additional 8vph internally, which is
insignificant and therefore will not significantly impact the operation of the internal car park.
Based on the above findings, it is Cardno’s opinion that the inclusion of the car wash tenancy will not generate
adverse impacts and therefore, should not be refused on traffic matters.
