Officer: Georgina Schramm Direct Telephone: 07 53296569 Our Reference: MCU22/0173, OPW22/0246, RAL22/0025 Your Reference: 0442 26 October 2022 Integra Partnerships C/- Pivotal Perspective Pty Ltd 95/3 Hilton Tce NOOSAVILLE QLD 4566 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU22/0173, OPW22/0246, RAL22/0025 Street Address: 12 Wyandra St Noosa Heads Qld 4567 Real Property Description: Lot 43 RP 139776 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue – Plan Details There are few details which haven’t been included with the architectural plans provided which are required. the section plans listed on the contents page have been excluded from the plan set. DA2.03 is incorrectly labelled, appears to be Unit 1’s Roof Plan. Compass orientation is incorrect. Elevation plans are to be provided respective of the property boundaries Information Required Provide amended plans. Issue – Presentation and Design The balcony of Unit 1 is fully enclosed, balustrades are to be open or transparent as per AO18 of the Zone Code, further to this the area is considered to contribute to GFA. The eastern elevation of Unit 1 extends for a length greater than 15 metres. Information Required Provide amended plans showing a variety of materials and finishes along the front elevation, and ‘open up’ the upper level balcony. This may be achieved by reducing the height of screening/balustrade and introducing horizontal elements. Provide variation to the eastern elevation of Unit 1 to avoid bulky single plane to a wall less than 15 metres. Issue – Building Height The plans do not show RL levels relative to the finished and existing ground line to the height of the building. Information Required Provide amended plans that show RL levels from the existing and finished ground level to the top of the building, derived from survey. Issue – Setback The development includes a timber fence/wall which is set forward of the building line of Unit 2. The fence has a varied setback of 3.7 metres to 1.1 metres from the setback, with an approximate height of 3.6 metres. The proposed structure is not an acceptable height, length of wall within the front setback. Information Required Provide an increased boundary setback in respect of AO/PO12.1 of the Zone Code. Greater detail is to be provided in regard to the fence height, and vegetation within the proposed setback which is to be retained. Issue – Gross Floor Area The laundry has been excluded from GFA calculations, a laundry is not an excluded item listed in the administrative definition and is therefore to be included. Unit 1’s upper balcony is fully enclosed, provide variation to the front elevation (this will also assist in demonstrating variation between the two units) It is unclear what the below identified area is and why it has been excluded. Information Required Provide amended calculations including laundries in the total GFA of the site, in compliance with the AO/PO of the Zone Code. Provide revised plans demonstrating that Unit 1’s balcony is not fully enclosed and therefore does not contribute to GFA. Clarify what the above identified area is and why it has been excluded. Issue – Landscaping Species Few species selected do not meet the Landscaping Works Code PO10 as some as some are inappropriate for the locality, and landscape character of the area. Species identified as potentially inappropriate include: Alcantarea imperialis rubra Giant Bromeliad Metrosideros Fiji Fire Tree Philodendron Information Required Review species selection and ensure and justify species meet AO/PO10. Issue – Inclusion of BBQ/Dinning Areas The plans provided show that the BBQ/Dining Areas have been included in landscaping calculations. The primary use of the area is for the purpose of dining, it contributes a site cover rather than acting as a landscaped area. Information Required Remove the BBQ/Dining areas from contributing to landscape calculations and amend as necessary to comply with 40% of the sites total landscaping, or alternatively remove the roof from these areas. Issue – External Works (Footpath) The submitted documentation does not indicate that a footpath will be constructed as part of the proposed works as required under The Noosa Plan 2020, PSP6 – Engineering Design Standards, Table SC6.7.2. Information Required Provide an amended plan that demonstrates a 1.5m wide footpath will be constructed along the frontage of the subject site. The amended plan must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and align with the proposed footpath along the frontage of 14 Wyandra Street. Issue – Driveway Access The submitted documentation does not contain sufficient information for Council to assess the proposed driveway, crossover and areas of verge. The proposed driveway crossover design is not in accordance with Noosa Council’s standard drawing RS-049. Information Required Provide additional detail on the proposed driveway and crossover. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: a design generally in accordance with RS-049, RS-050 and any associated addendum; levels and grade of the access driveway; a longitudinal section extending from the centre of the formation along Wyandra Street to the finished floor level of the proposed garages; and demonstrate that a B99 vehicle will not scrape or bottom out while entering or exiting the driveway. Provide additional detail demonstrating how trip hazards will be eliminated within the road reserve due to the construction of the proposed driveway crossover. The amended plan must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: the full extent of the transition to the adjoining areas of verge. Please note that Council is unlikely to support private retaining structures within the road reserve. Issue – On-site Manoeuvrability The subject site is located on a collector road and therefore vehicles are required to manoeuvre on site. The submitted vehicle swept path layout plan does not indicate that vehicles are able to safely manoeuvre on-site without colliding with other vehicles, structures or future landscaping. Information Required Provide an amended Turning Path Plan demonstrating that vehicles are able to enter the proposed garages, manoeuvre on site, and exit the site in a forward without colliding with any other vehicles, structures or future landscaping. The additional detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: the adjacent garage carpark must be occupied with a B99 vehicle during the vehicle swept path analysis. Issue – Stormwater Management The submitted documentation does not include sufficient information for Council to assess how the proposed development will control, collect and release stormwater. It is unclear where stormwater collected in the south-western corner of the subject sit will discharge to. The proposed stormwater management plan does not include 3,000 litres of rain water storage per dwelling. Note that the proposed development must not adversely affect the existing drainage conditions of the subject site and neighbouring properties. Information Required Provide additional detail demonstrating how the rainwater collected in the south-western corner of the on-site will be controlled, collected and released without causing scour damage to neighbouring properties. The additional detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland). Provide sufficient detail to demonstrate that the development achieves compliance with The Noosa Plan 2020 – Water Quality and Drainage Code and Sustainable Building Design Code. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland). due date for response to information request The due date for providing the requested information 26 January 2023.
