GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2022

In terms of a change from 5 to 10 carcasses, this is not considered a change to the existing scale
and intensity of the use, as harvesting will continue to occur in one event and no significant
additional impacts are introduced as a result of the increase.
Noise and Odour
Although the facility requires the use of mechanical equipment, the shed has been constructed
with 150mm insulated panels to create a climate-controlled environment which double as acoustic
barriers. The external compressors have also been acoustically treated to suppress sound (sound
boxes).
The carcasses are refrigerated and well-sealed within the retrofitted facility. It is noted that Council
have not received an odour complaint about the facility.
No additional impacts regarding noise or odour are introduced because of the increase in additional
carcasses.
3.3 Proposed Changes to Conditions 5 and 14 and recommendation for additional changes
The proposed changes to conditions 5 and 14 as requested by the applicant are determined to
constitute a minor change on the grounds that:
• the development would not result in substantially different development as the proposed
changes to conditions will not substantially change the approved use, given the location
      and nature of the existing use, nor introduce any new impacts;
• the change does not include prohibited development; and
• the change would not require the application to be referred to an additional referral agency
or cause a referral agency to have regard to new matters prescribed by regulation.
The proposed changes including an increase in the number of carcasses from 5 to 10 carcasses
and collection of food products by a refrigerated vehicle once a week remain consistent with the
Home-based Business Acceptable Outcomes, with deer only to be harvested once a week and the
number of deliveries/collections remaining within the maximum of 2 per day set by the code
(AO5.6). Requested changes to 5 & 14 are supported.
It is recommended to amend existing condition 18 (new point c) to ensure that deer transported to
the site only occurs one day per week and there is no additional increase in traffic movements
associated with the business. The recommended changed condition is as follows:
18. To minimise the potential impacts of the operator’s vehicle and refrigerated trailer returning
to and departing from the site, the operator must:
      a. Dim vehicle lights at night time when departing and returning to the site (if safe and
            practical to do so).
      b. Keep mechanical equipment associated with the refrigeration and cooling of the
trailer turned off until the vehicle has left the subject site.
      c. Only deliver harvested animals to the site a maximum of 1 day per week.
Further for clarity between conditions 7 & 14, it is recommended to change existing condition 7
(refer in bold text) as follows:
7. Meat processing must not occur outside the hours of 8:00am to 5:00pm Monday to
Friday, with a maximum of 2 deliveries from the site permitted on Saturday and Sunday
      and public holidays.
Proposed deletion of condition 21
The applicant has requested deletion of existing condition 21 to remove the need to reapply,
(should the need arise) in 2 years time. The deletion of the condition is also sought to provide
certainty for the future of the business, to remove the restriction of a timeframe. Although the lack
of certainty is acknowledged, it is recommended to amend condition 21 to allow another 2 years
currency. The applicant has indicated it is likely that the business would have evolved enough
