GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2022
campaign to re-nominate the Cooloola section of the Great Sandy National Park for World Heritage
Listing. That would be a relevant consideration for the Minister in making a decision upon whether
to end Council's trusteeship to facilitate implementation of the proposal”.
King and Company advise that, while Council is entitled to have DoR consider its views, a decision
on the matter ultimately sits with the Department and Council would be unlikely to be able to
overturn a decision to remove it as trustee.
4. Landing Ground Reserve Transfer History
The issue of the transfer of all or part or the landing ground reserve transferring to National Park
has an extensive history dating back to the 1990’s as outlined below:
1991 - Fitzgerald Commission of Inquiry into the Conservation Management and use of Fraser
Island and the Great Sandy Region
The inquiry recommended the Noosa North Shore Landing Ground be closed and added to
National Park.
1992 - State Cabinet Decision
State Cabinet approved the declaration of the Noosa North Shore Landing Ground as National
Park on the proviso the areas required for emergency landings or ultra light purposes were
retained.
Great Sandy Region Management Plan 1994 – 2010
The Great Sandy Region (GSRMP) (2005 Revision) proposes at page 65 that: The landing reserve
on the Noosa North Shore will be rescinded and added to the Cooloola Section of Great Sandy
National Park. Continued use of the area by ultralight aircraft will be permitted.
DES have been reviewing the GSMRP for an extended period and public consultation on a new
draft plan is understood to be pending approval by the Kabi Kabi First Nation and Butchulla Native
Title holders.
2003 – Noosa North Shore Management Plan
This plan was endorsed by Noosa Council and contained an action stating:
Transfer the landing ground to National Park as approved by Cabinet in 1992, on the proviso that
areas contained for emergency landings, ultralight purposes, helicopter training and model aircraft
use be retained as a reserve for landing ground purposes or that the whole area be transferred to
National Park provided documented evidence is given that the use of the landing ground be
allowed to continue.
2006 Noosa Council Decision
At its Ordinary Meeting on 13 April 2006 Council agreed to relinquish the trusteeship of the balance
area of the Landing Ground Reserve (i.e. the area located outside the currently mown landing strip
and ancillary areas) on lot 7 MCH4562, to allow it to transfer to National Park.
