GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2022
Subject: Summary of Values Report
e Protecting the conservation values of the reserve is greatly increased through programs
that manage Heath Communities at a landscape level including, applying strategic
treatments to mitigate threats of wildfire, high biomass pest grasses, foxes and cats as well
as woody weeds.
e Any future developments and works within the landing ground reserve needs to consider
Matters of State Environmental Significance (MSES).
e This includes but not limited to Noosa Shire Council considering MSES works associated
with gaining access through the reserve and includes works associated with gaining current
access to the site through wetland areas via the national park under the access agreement.
e Current access to the site is less than ideal being located through low lying wetland
susceptible to inundation that is difficult to manage and maintain.
e The lease presents a risk to surrounding national park management values should a
Trustee exercise conditions enabling use types or levels inconsistent with matters such as
access condition, fire and pest management.
e Council responsibilities extend to ensuring biosecurity requirements are met in relation to
access and use of the reserve including maintaining biosecurity requirements for gaining
access through the adjoining Great Sandy National Park.
e The level of biosecurity to date implemented is unknown.
e Noosa Shire Council are responsible for managing fire within the landing ground reserve
including planned burns and responding to wildfires.
e Noosa Northshore community and Teewah Village is located in a high fire risk area that is
particularly challenging in terms of on ground access and resourcing for emergency
services e.g., barrage access to NNS and on ground access through wetland areas and
water supply.
e The existing access trail and cleared airstrips within the reserve provide no viable
opportunity for wildfire response or management due to the isolated location within the
highly flammable landscape matrix.
e Protecting the township communities is further complicated having an isolated facility where
attendance, occupancy, and protection requirements at any point in time is unknown,
relative to the risk of the exposure and risk and resourcing requirements to protect nearby
township communities.
