GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2022

The internal is a charcoal filter that is specifically designed to prevent odour. The external filter is
a larger particulate filter. There was no odour present at the facility at the time of the inspections,
despite there being meat products in storage.
In terms of the emissions criteria under the Environmental Protection Act the potential for odour
from the facility would not constitute a breach as defined as an environmental nuisance.
A site inspection of the premises in December 2022 revealed no odour from the facility, whilst
products were stored on the premises. In fact, the condition of the facility revealed a hygienic
environment both internally and external to the facility.
Odour Septic Tank System
The final certificate inspection of the waste water treatment system for the meat processing facility
occurred on 3 December 2021. Since that time there has been regular 3 monthly compliance
inspections by a suitably qualified person, with no issues found.
No odour has been observed that would suggest leakage at or nearby the dispersal area, nor in
the area described by the complainant as “towards the back of our pool area, closest to his garage
there is a smell of dead animals, could be mouse rat or deer”.
In terms of the emissions criteria under the Environmental Protection Act, the waste water
treatment system located at 82 Patterson Drive does not constitute a breach as defined as an
environmental nuisance.
No odour was experienced during a site inspection in December 2022.
3.2 Noosa Plan compliance
The original application included assessment against the Home Based Business Code and the
assessment for the minor change concludes there are no new impacts. An assessment against
the code for the minor change is as follows.
To achieve the purpose, the Homed-Based Business Code includes Acceptable and Performance
Outcomes which the activity is required to satisfy. Where the development fails to satisfy the
Acceptable Outcomes and Performance Outcomes of the code, it might be considered that the
activity is not compatible and/or suitable given the likely offsite impacts and would be better suited
in a different location.
The relevant Acceptable Outcomes sought for home-based businesses are listed below in Table
1, and an assessment of the proposed activity (including the proposed changes) is provided in the
adjoining column. Any non-compliance with the Acceptable Outcomes is noted and assessed
against the corresponding Performance Outcome thereafter.
