PROPOSAL
This application seeks a development permit for a Material Change of Use of premises to
establish a Home Based Business (Bed and Breakfast) within an existing building in
accordance with the attached Proposal Plans.
The existing building comprises a primary dwelling house and a secondary dwelling house.
The primary dwelling house comprises 3 bedrooms, 3 ensuites, a secret room, double car
garage, laundry, study, living, dining and a kitchen. Beds 2 and 3 will be used as guest suites
and an area will exist for guests to prepare hot beverages, light snacks or continental
breakfast. Guests will otherwise use the main kitchen on Level 2. The secondary dwelling
comprises 1 bedroom, an ensuite, kitchen, living, dining and several decks.
Parking to the dwelling house will be provided within the double car garage. An uncovered
space, a scooter/motorcycle bay and a bicycle rack is provided to service guests as per the
Proposal Plans. Access is provided via an existing driveway and crossover from Berrima Row.
Sufficient private open space areas exist on site. The existing landscaping will be maintained.
The site can be connected to all essential services. The site can be connected to a legal point
of discharge.
The applicant is happy to accept a condition to prepare a Management Plan as deemed
necessary by Council for submission at a later date.
Waste collection will be provided via kerbside collection as per existing arrangements. Waste
storage is nominated on the Proposal Plans on the driveway as shown in Figure 2 below. The
existing front fence will suitably screen the bin storage area from the street frontage.
4
Page 5
Figure 1: On-site waste storage location
The hours of operation for outdoors areas will be as per standard arrangements within a
residential setting (i.e. quiet time from 10pm-7am).
As part of the existing dwelling house construction, high fences were constructed to ensure
privacy and amenity of the adjoining lots were not compromised. Existing landscaping on
adjoining lots provides additional screening. New landscaping is provided on the development
site which will eventually provide further screening. Refer Figure 3 below.
