PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019

The following draft overall outcomes sought for the Environmental management and
conservation zone would apply to the assessment of the proposed development:
 “Land identified as ecologically important areas, water catchments, beach protection or
     coastal management areas or natural areas with historical or cultural values are protected
     from development;
 Development avoids and mitigates against adverse impacts on the values and processes
     within ecologically important areas;
 Where a demonstrated community need exists, low scale, low impact structures with a
     small building footprint such as viewing decks, shelters and Environment Facilities that
     provide for the appreciation, conservation and interpretation of ecologically important areas
     or areas of cultural or heritage value may develop where consistent with the management
     intent or plan for the area;
 Development responds to land constraints including topography, bushfire and flooding”.
The following draft overall outcomes sought for the Medium density residential zone would apply
to the assessment of the proposed development:
 “Development makes a positive contribution to the look and feel of residential
     neighbourhoods by maintaining a low scale character with well designed buildings and
     landscaping that enhance the streetscape.
 New uses are located, designed and managed to be compatible with surrounding uses.
 Development maintains a high level of residential amenity having regard to traffic, noise,
     dust, odour, lighting and other locally specific impacts.
 Development responds to land constraints including topography, bushfire and flood.
 Natural features such as creeks, gullies, waterways, wetlands, vegetation and bushland are
     retained and protected from the impacts of development. Any unavoidable impacts are
     minimised through location, design, operation and management requirements.
 Native vegetation between buildings and in the public realm enhances the amenity and
     supports local wildlife”.
The following draft overall outcomes sought for the Biodiversity, Waterways and Wetlands
overlay code would apply to the assessment of the proposed development:
 “The natural resources and ecosystem values of Noosa Shire are protected and enhanced
     including ecologically important areas and land and environmental values of scenic,
     aesthetic, cultural, educational, recreational, scientific, economic and social value.
 Development is designed, sited, constructed and operated in a way that avoids adverse
     impacts on ecologically important areas, ecological systems and processes.
 Development design and layout provides for ecological connectivity across the landscape
     through the protection, rehabilitation and enhancement of native vegetation and ecological
     linkages.
 Ecological linkages and riparian vegetation are conserved, managed, enhanced and
     rehabilitated to protect and improve biodiversity, ecosystem health, landscape stability and
     resilience.
 Development design and layout provides for the protection and establishment of
     appropriate buffers to waterways, wetlands, native vegetation and significant fauna habitat.
 The terrestrial and aquatic native flora and fauna and their habitats are protected and
     enhanced.

                                                                                  Page 92 of 133
