MCU15/0109 PM Submission with enquiry - Object - Heather Marshall
Subject: Re: Proposed Development - Application no MCU15/0109 - From: Heather Date: 2016-05-29T03:40:01+00:00 To: Mailbox Council Mail Good morning Noosa Council, Re: Multiple Dwelling application on Lot 6 on SP0178340 / Application no MCU15/0109 I wish to express my concerns and request clarification of the proposed development as noted above. 1. Error of address noted on sign board: The address of this proposed development (as noted on the sign board) is published as Links Drive. This would seem to be an error as the property the sign is located on is actually Resort Drive. 2. Please clarify the proposed development end use: a) Will this proposed development be functioning as a Managed Resort with onsite management? b) Or will this proposed development be a cluster of Residential dwellings? My concerns are in relation to the overall quantity of people to reside here being increased (holiday makers or residents) to be residing in the precinct on a permanent or holiday basis? 3. Road Access: As a local resident of Resort Drive I question the suitability of the existing Resort Drive road way width if it is suitable to cater for this proposed development. If this development were to proceed how the council propose to manage the additional traffic (heavy duty construction traffic) initially and once the proposed development was completed, the additional domestic traffic into this precinct. I raise traffic control and management of Resort Drive as an issue based in local experience using the existing roadway with current minimal traffic on Resort Drive. For example recently a standard size bus proceeded down Resort Drive to the roundabout at the end Eastern end of the road, the bus was unable to complete a turning circle as the existing road space was not adequate. Consequently riding up onto the existing gardens within the roundabout itself and damaging the existing garden beds. Additionally the bus was too wide for the road space where the chicane’s are located and again damaged existing garden beds as the width of the bus exceeded the width of the road. (see image attached). How does Noosa Council propose to manage the construction traffic and additional permanent traffic to the Resort Drive precinct? 4. Resort Drive/Koala Corridor - Natural Habitat of Koala: I wish to bring to your attention the natural habitat of the Koala and the active Koala community residing within the existing vegetation of the Resort Drive corridor. Koala are active and visible walking the road way early mornings moving from one precinct to another as part of their daily routine. I am concerned with regard to additional construction traffic on our cul-de-sac road ways and the impact this additional traffic will have on our Koala community. We as locals are called upon from time to time to call for ‘Koala Rescue’ assistance due to a domestic vehicle injuring local Koala. I am also concerned about this proposed development and how this would impact on the retention of the natural vegetation (Koala residing and grazing precinct ) of the Koala habitat on Resort Drive. (See picture of injured Koala taken May 2016 on Resort Drive). 5. Retention of “Buffer Zone” vegetation: As a resident located directly opposite the proposed development I strongly suggest that Noosa Council consider the possibility of the retention of the vegetation along the Resort Drive as a “Buffer Zone” not only as a buffer from the construction site but also as a buffer from the future inhabitants of the proposed dwellings, with a view to existing residents maintaining peace and tranquillity in this glorious bushland environment. I shall await your advice on my concerns as note.
