1. INTRODUCTION
A Smart Travel Plan provides a series of voluntary travel behaviour change initiatives
aimed at encouraging the use of more sustainable transport uses such as walking
cycling, car pooling and public transport. The Travel Plan aims to achieve travel
behaviour change through raising awareness of alternatives to motor vehicle use.
The use of this plan will focus on providing information, offer incentives and mode
specific actions to optimise the use of sustainable travel. The Travel Plan is not anti-
car, some trips cannot be made by any other mode; however environmental, health
and traffic congestion reductions can be benefits achieved when a travel plan is
available.
The existing site is located at Goodchap Street, Noosaville. It provides a range of
uses with differing parking demands and differing peak traffic generating periods.
One of the uses includes education, as part of the CQU University Campus. Given the
type of uses the university generates there is potential to promote sustainable travel
behaviours and provide students and staff with the opportunity to minimise the
dependence of car trips.

2. EXISTING CONDITIONS
The Goodchap Street site currently provides three buildings with a variety of different
uses including;
Retail
Office
Medical
Child Care
Educational
Most of the businesses within the site operate Monday to Friday from 8:00am until
5:00pm with occasional usage on Saturday and less frequent usage on Sunday.
2.1 Walking
The street network in the vicinity of the development site fronts Goodchap Street at
Noosaville. There is an excellent connection of internal footpaths from the site to the
existing footpath on Goodchap Street. A pedestrian refuge is provided on Goodchap
Street to allow safe crossing.

2.2 Cycling
Facilities to encourage cycling to and from the site have been provided with bicycle
racks located conveniently around the buildings. End of trip facilities such as showers
and lockers have also been provide. They are located.

2.3 Public Transport / Bus
The bus network across the Sunshine Coast is provided by Sunbus for Translink.
Service Routes 628 and 632 are accessible directly from Goodchap Street and provide
regular services between Noosa Junction, Noosa Heads and Tewantin and also
between Noosa Junction, Tewantin, Cooroy and Cooran respectively. Copes of route
timetable are attached in Appendix A.

2.4 Car parking
Car parking has been provided within the site. A mix of undercover, street parking,
disabled and short term parking has been provided and is managed through the use of
internal advisory signs as shown below.

3. PROPOSED INITIATIVES
A number of initiatives can be developed and implemented to assist staff and students
in changing their travel patterns. These can be progressively implemented through
providing information, planning events and activities and reviewing current policies
within the workplace.
3.1 Travel Smart Programs
The most useful source of information for specific travel smart programs is available
on the web site;

This site could be provided as a link from the CQU website to spread information
There is a range of programs that encourage the use of alternative travel modes and
align with media coverage. The University of the Sunshine Coast is active in such
programs and it is ideal to run event simultaneous for consistent media coverage and
general public awareness. It is recommended that the CQU campus engage staff and
students in the following programs below.

3.2 Enrolment Packs
An effective way to provide information to students regarding travel plans is at the
commencement of their enrolled course. It is recommended that a bus time table for
Route 632 and 628 be provided in all enrolments parks along with a Go Card to
encourage student to use the bus facilities provided directly along the sites frontage.

4. RECOMMENDATIONS
A summary of recommended initiatives is shown below that will provide information
to students and staff, encourage sustainable travel, and reduce car trips, traffic
congestion and car parking demand.

Motorcycles/Scooter Provide specific undercover motorcycle/scooter bays for
staff and nearby lockers for helmets, gloves and gear.
Car Pooling Develop a car pooling register to inform people of journey
destinations and potential to car pool.
5. REVIEW & RE-EVALUATE
The travel smart plan should be reviewed regularly and the impact of reduced parking
demand and increased bicycle and pedestrian trips should be monitored and recorded
to measure the positive impact of providing the recommended actions outlined above.
