Dear Sir/Madam
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU21/0183 and OPW21/0292
Street Address:	9 Ruby St Cooroy Qld 4563
Real Property Description:	Lot 615 C 56014
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue
Unity Water’s provided “Services Advice Notice” for the subject property, outlines the requirements which must be demonstrated by the applicant, for Unity Water to allow for building over existing Unity Water assets, namely:
Pre and post construction CCTV surveys are generally required;
The applicant must demonstrate a minimum of 1.0m clearance from any part of any property sewerage connection;
Excavation is not permitted within 0.6m of a sewerage main. Any excavation between 0.6m-1.0m to be hand dug backhoe or vacuum excavated and annotated on drawings as such. Bored piers are not permitted within 1.0m of sewerage mains;
The engineering detail must demonstrate that no load will be transmitted to infrastructure within the zone of influence or angle of repose. A form 15 from a RPEQ must also be submitted with the engineering design detail;
Construction is not permitted within 1.5m of a maintenance structure with an infinite vertical clearance above.
Information Required
Provide Unity Water’s certification/letter confirming that the applicant has demonstrated compliance with Unity Water’s requirements for building over Unity Water’s assets.

Issue
According to the submitted documentation, the site is proposed to be filled with retaining walls proposed to be built along the subject property’s boundary. Council has concerns with the potential for stormwater drainage impact (redirect overland flows, increased runoff or additional ponding) onto the adjoining properties.
Information Required
Provide an assessment of the potential impacts on adjoining properties due to the changes in overland flowpaths created by the proposed works. The assessment must be prepared by a suitably qualified person (RPEQ - Registered Professional Engineer Queensland).
Provide RPEQ written certification, certifying that the proposed Earthworks and Stormwater Management Plan will not cause a worsening of stormwater conditions by adversely altering stormwater drainage characteristics external to the site, including, but not limited to:
additional ponding on neighbouring properties or on road reserve;
increased runoff onto neighbouring properties or road reserve
redirect overland flows.
Alternatively, provide an updated Stormwater Management Plan for the site, including, but not limited to:
details of any required stormwater pipelines/flowpaths within the site to drain low areas on all adjoining properties to prevent additional stormwater ponding;
details of any required structures to collect and convey existing overland flows that are impacted on by the construction of the proposed retaining walls.

Issue
The submitted documentation proposes roadworks, namely the construction of a 2.5m wide section of concrete road adjacent to and for the length of the subject property. There is not enough detail to assess this component of the proposed works.
Information Required
Provide amended plans, prepared by a RPEQ, detailing the proposed roadworks, including but not limited to :
Pavement design, including connection to existing concrete pavement, thickness, reinforcement, concrete strength, etc.;
Stormwater discharge details, including scour protection, cross sections, etc.

Issue
It is noted that the planning report submitted with the application proposes a 2 metre wide easement to Opal Lane as opposed to a 2 metre wide resumption. The report states the proposed 2.5 metre wide section of concrete hardstand proposed will accommodate anticipated levels of traffic.
Provision of an easement is not supported as it will not allow for future works within the road reserve including the provision of safe pedestrian linkages and character upgrades. Furthermore, the planning report refers to a minimum reservation width of 8 metres however the existing road reserve is approximately 6.7 metres in width.
Information Required
An amended plan detailing a 2 metre wide resumption at the Opal Lane frontage. It is important to not that the front setback will be measured from the existing title boundary as opposed to the resumed title boundary.
The front fence re-located so that it is setback 2.0 metres from the existing title boundary (re-located to new front boundary as a consequence of the resumption).

Issue
The submitted landscape plan does not provide landscaping in accordance with Planning Scheme Policy 2 – Landscaping, specifically with regards to species selection. Furthermore no landscaping is proposed between the existing dwelling, which is being modified, and the front boundary.
Information Required
An amended landscape plan consisting of native species in accordance with Planning Scheme Policy 2 – Landscaping.
The provision of landscaping between the existing dwelling and the front boundary.
