7.2 State Planning Policy – Natural Hazards, Risk and Resilience
The Department of State Development, Manufacturing, Infrastructure and Planning’s State Planning
Policy – State interest guidance material – Natural hazards, risk and resilience – Bushfire (December
2019) contains the development assessment benchmarks for natural hazards, risk and resilience -
bushfire. The SPP assessment benchmarks prevail over those prescribed in the Noosa Plan Natural
Hazards Overlay Code where they involve the same design elements. An assessment of the
proposed development’s compliance with each of the assessment benchmarks has been provided
below.
Assessment Benchmark 3
For development in a bushfire prone area involving vulnerable uses
1. Vulnerable uses are not established or intensified within the bushfire prone area unless:
a. there is an overriding need in the public interest for the new or expanded service the development
provides
b. there are no other suitable alternative location within the required service catchment, and
c. site planning can appropriately mitigate the risk (for example, siting ovals for an educational
establishment between the hazardous vegetation and structure.
All new buildings associated with the development satisfy the vulnerable use <10kW/m² RHF
exposure threshold set under the SPP hence are deemed to be positioned in an acceptable location
within the site.
In the event of a bushfire, and where safe egress from the site is unavailable, guests and employees
can shelter in place within the two large buildings associated with the communal area measuring a
combined area of approximately 2,105m2 (refer Communal Area on the plan of development). These
buildings are positioned near the centre of the site, 250m from the entry and >160m from the closest
identified hazardous vegetation unit.
The building is effectively removed from bushland hazards, including associated risk of direct flame
contact, radiant heat and severe ember attack noting humans generally experience no significant
pain from radiant heat emitted from a bushfire located >100m away.
The maximum park occupancy is reported to be approximately 306 people including staff. Commonly
used emergency shelter in place requirements is 1.5m²/person hence the central communal
buildings can adequately cater for shelter in place numbers. It is further noted that the directly
adjacent reception building will offer food and amenities thereby ensuring the comfort of patrons
during an emergency.
Assessment Benchmark 4
Assessable Development
Development contributes to an effective and efficient emergency response and recovery capabilities.
In the first instance, this can be achieved by new or expanded community infrastructure that is
providing essential services (emergency services, hospital and educational establishment) not being
in a bushfire prone area, as addressed in assessment benchmark 3.
To ensure emergency services can respond effectively, development is located within a reticulated
water supply area or includes a dedicated static water supply that is available solely for fire-fighting
purposes and can be accessed by fire-fighting vehicles.
Reticulated water supply is not available to the site hence the following dedicated static water supply
is recommended:
    • 10,000L per new building proposed within the confirmed bushfire prone area.
The specified volumes should be reserved for fire fighting purposes only (Refer Section 5.3 for an
example of a reserve water supply design for fire fighting purposes).
In this instance the proposed buildings (recreation & central hall and three villages) are located
outside of a confirmed bushfire prone area hence emergency static water supply is not required by
