Bushfire Evacuation Plan v2 NCES REF: J001061
Lot 7 on RP216403, Lot 394 on M371117, and Lot 650 on M37380 – 48-59 Kabi Road, Cootharaba
6. TRANSPORTATION
Visitors and staff are to either walk or use personal vehicles to gain access to the central hall
building and vehicles are to be parked in convoy along the roadside in case a site evacuation
order is issued. Under such circumstances visitors and staff personal vehicles are to be used
to evacuate the site.
Two emergency exit route options will be available from the site:
1. The primary exit route for emergency evacuation is to be via the main driveway that
connects to Kabi Road in the southwest corner of the site.
2. A secondary exit route for emergency evacuation is to be via the fire access trail in the
south-east corner of the site which links through to Cootharaba Downs Road and
ultimately Louis Bazzo Drive.
If instructed by QFES to evacuate the site, the fire warden will confirm with QFES which exit
route is to be used and then release guests from the site in a controlled, staged manner so as
not to congest the external roads.
7. EVACUATION ROUTES
The available evacuation routes to the central hall shelter in place location within the site
comprise the internal road network. This road network will be flanked by low threat manicured
lawns and permaculture fields host to negligible fuel loads. The risk of the access routes to the
shelter in place location becoming blocked during a wildfire is therefore unlikely. The available
evacuation routes within the site to the shelter in place location are identified in Plate 2.

The available evacuation routes beyond the site through the local landscape are flanked by a
mosaic of fuel laden bushland and scattered cleared to semi cleared rural properties host to
low to moderate fuel loads. The risk of entrapment external of the site is therefore real and
strategic selection of the most suitable external evacuation route during a bushfire event will
be a critical decision. Note, given the extent of cleared land between the shelter in place
location and adjacent bushland areas, it is expected that the shelter in place policy will stand
for the majority of bushfire events.
In the instance where QFES confirms that the site is to be fully evacuated it is expected
