That in relation to the Coronavirus (COVID-19) Pandemic, Council:
A.   Delegate to the Chief Executive Officer the power to make decisions on behalf of Council in
     relation to any matters arising from the Coronavirus Pandemic from 19 March 2020 until
     the first Council meeting following the March 2020 local government election and further,
     that the CEO be requested to provide a report to that first Council meeting outlining all such
     decisions made by the CEO in relation to any matters arising from the Coronavirus
     Pandemic that would otherwise have been made by Council in that period; and
B.   Approve the request by Tourism Noosa for it to access the Marketing Contingency Reserve
     in accordance with section 7 of the Funding Agreement between Noosa Council and
     Tourism Noosa, noting that Tourism Noosa will determine the timing and approach of future
     marketing in consultation with the tourism sector and Council.

That Council note the report by the Chief Executive Officer to the Services & Organisation
Committee Meeting dated 10 December 2019 regarding Tourism Noosa’s 2018/19 Annual
Report and Funding Agreement and:
1.   Note the Annual Report for the 2018/19 financial year (including the 2018/19 financial
     statements) as provided at Attachment 1 to the report; and
2.   Agree to extend the existing Funding Agreement between Tourism Noosa and Council for a
     further two year period as currently provided for in Clause 2 of the Funding Agreement.

Committee Meeting dated 11 December 2018 regarding Tourism Noosa’s Annual Report for the
2017/18 financial year (including the 2017/18 financial statements) as provided at Attachment 1
to the report.

That Council note the report by the Chief Executive Officer to the Services & Organisation
Committee Meeting dated 12 December 2017 regarding Tourism Noosa’s annual report for the
2016/17 financial year (including the 2016/17 financial statements) as provided at Attachment 1
to the report.

That Council note the report by the Chief Executive Officer to the Services and Organisation
Committee Meeting dated 8 August 2017 and authorise the Chief Executive Officer to enter into a
Funding Agreement with Tourism Noosa generally in accordance with the terms and conditions
set out in the draft Funding Agreement provided at Attachment 1 to the report.
Finance
Council collects funds via the Tourism and Economic Levy and $2,520,000 of that funding is
provided to Tourism Noosa under the current funding agreement.
Risks & Opportunities
It is important that Council retain oversight of this significant expenditure to ensure that funds
collected under the Tourism and Economic Levy are expended wisely to maintain our competitive
advantage in Tourism. Council has a Councillor who is an observer on the Tourism Noosa Board
(currently Cr Amelia Lorentson).
