Traffic Impact Assessment
Noosa Civic Expansion
The split of development traffic using each access has been based upon the parking available at each
access of the expansion. The proposed expansion plans include 310 parking spaces at ground level and
690 parking spaces in undercroft parking. Table 4-4 outlines the assumed parking allocation between the
proposed access roads located along the internal road network.
Table 4-4 Access Usage Split
Internal Access Road Parking Space Allocation Parking Distribution
Northern At-Grade Access 120 spaces 12%
Eastern At-Grade Access 90 spaces 10%
Eastern Undercroft Access 414 spaces 40%
Southern At-Grade Access 100 spaces 10%
Southern Undercroft Access 276 spaces 28%
4.2.2 Pass-By Trips
The development traffic has been considered as the following three different types of trips:
> New Trips
> Diverted Trips
> Pass-By (Drop-In) Trips.
The Department of Transport and Main Roads’ “Preconstruction Processes Manual” (PPM) outlines the
proportion of these trips for shopping centres and has been referenced in Table 4-5 for this analysis of traffic
distribution. As the proposed expansion size will be greater than 35,000sq.m, a factor of 0.80 has been
applied to the proportion of Drop-In and Diverted Trips in accordance with the PPM.
Table 4-5 Proportion of Generated Trips
Proportion of Trips
Trip Type
Thursday PM Peak Hour Saturday Am Peak Hour
New Trip 60% 74%
Diverted Trip 24% 16%
Drop-In (Pass-By) Trip 16% 10%
Source: Adapted from Table 2A.7 and Table 2A.8, Preconstruction Processes Manual, TMR
Walter Hay Drive has been considered to be the road most affected by pass-by trips as it travels parallel to
the proposed internal road network, connected to the network via the Northern Access and Southern Access.
Considering the aforementioned retail distribution of the external road network, the proportion of pass-by
trips has been calculated in Table 4-6. The southbound traffic on Walter Hay Drive is considered to
accumulate from Eumundi Road and Eenie Creek Road, which respectively represent 20% and 33% of the
traffic distribution. The northbound traffic on Walter Hay Drive represents 18% of the traffic distribution. The
trip distribution has been illustrated in Figure 4-6.
Table 4-6 Proportion of Generated Trips
Direction Directional Retail Distribution Drop-In Trip Proportion
Walter Hay Drive – Southbound 20% + 33% = 53% 53% / (53% + 18%) = 75%
Walter Hay Drive – Northbound 18% 18% / (53% + 18%) = 25%
