Traffic Impact Assessment
Noosa Civic Expansion
5.2 Assessment Scenarios
It has been assumed that construction of the development will conclude in 2018, hence the ten year design
horizon is at 2028. Therefore, the following scenarios have been assessed as part of this report:
> 2014 Survey Volumes
> 2018 Background Volumes
> 2018 Background with Development Volumes
> 2028 Background Volumes
> 2028 Background with Development Volumes.
5.3 Background Traffic Growth
Estimation of the road network traffic growth utilised previous traffic count data collected in 2009/2010 and
recent 2014 counts. Table 5-1 presents the peak hour volumes of each intersection under analysis and the
implied linear growth rate between the survey years.

A review of the historical and forecast future population information produced by the Queensland
Government Statistician’s Office, Queensland Treasury and Trade, for the Noosa region has been
undertaken to identify the potential future population growth. The historical population growth is presented in
Table 5-2 and the projected population is presented in Table 5-3.
