NOOSA CIVIC VILLAGE
MIXED USE DEVELOPMENT

DESIGN INTENT REPORT

Introduction

The Noosa region of South-East Queensland is renowned for its stunning natural beauty, pristine
beaches, and vibrant community. With a focus on celebrating its unique environment and
promoting sustainable development, this new mixed-use precinct is planned to embody the spirit of
Noosa. This development explores the design principles and features of this innovative precinct
which fosters a relaxed retail, entertainment, commercial and residential mixed-use environment.

It is important to recognise that the design intent for the Noosa Civic Village Mixed Use
development is not primarily about an architectural response but comes out of carefully considered
masterplanning process that places the many varied complementary uses in the most appropriate
locations on the site, with the right adjacencies to new uses and the right connections to existing
uses or site conditions.

The combination of sound masterplanning of functional precincts with good internal and external
connectivity provides the framework for the application of the appropriate architectural and
landscape design response that is instantly recognised as “Noosa Style” but equally is readily
understood and recognizable as user friendly from a user’s perspective.

The proposed development fosters a low-scale appropriate to regional business centre, and a
genuine mixed-use community that integrates various components to create a cohesive and vibrant
neighbourhood. It integrates a range of elements including a Main St, an open landscaped and civic
precinct (Village Green), residential accommodation units, shops, offices, food and beverage
establishments, bars, cinemas, entertainment and indoor recreation offers and convenient
basement, at-grade and street parking.

The development will provide the amenity needed to support existing and future businesses in the
Noosa Business Centre, ensuring that it fulfills its role as a key employment Centre in the region.



Connection and Walkability

The Village Mixed Use development, together with the existing Noosa Civic retail centre, will provide
the amenity needed to support existing and future businesses in the Noosa Business Centre,
ensuring that it fulfills its role as a key employment Centre in the region.

By creating a convenient and accessible pathway network, the design encourages visitors and
residents to explore both the established Noosa Civic retail and commercial hub and the emerging
mixed-use precinct, enhancing the overall experience of the Business Centre.

Moreover, the development acts as a connective tissue, linking the existing Noosa Civic retail
centre to the west, the future transit centre to the north, the new Main St, proposed and future
residential business development to the east, and to future business, innovation and residential
developments to the north-east, east and south.

In addition to the provision of a Main St for all motor vehicles, cyclists and pedestrians, the new
mixed-use development will have a number of primary pedestrian connections all linking ultimately
with the Village Green – the heart and soul of the development.

Firstly, and recognizing the importance of connectivity and cohesion across the whole Business
Centre, the planning incorporates a partially covered pedestrian bridge that links the new Village
Mixed-Use development precinct to the existing retail centre through the dense landscape in the
open space of Covenant J. The 11m wide bridge incorporates a steel, timber and concrete portal
structure and will include a 3m wide cantilevered roof cover.

Secondly and located on the western edge of the development, a 4 metre wide easement
incorporating a pedestrian path will connect the future transit centre on Lot 24 to the north to the
southern Innovation Hub (Lots 10-16). The mostly elevated path engages with the retained Open
Space (Covenant J) for its entire length and becomes an important link with both the Village Green,
the future transit centre and all development to the south fronting Hofman Drive

A third important connection would be way of the proposed extension of the Main St footpath to
run between the proposed future transit centre and the business precinct on the north. This
connection at the top of Covenant J open space would also provide important pedestrian access
and integration with the existing shopping centre and its carpark.

Equally important is the provision of mid-block laneway connections between small scaled mixed
use pavilion style components fronting the Village Green with the inclusion of landscaped courts,
and carpark arbours to enhance the internal Noosa style pedestrian activation experience.

These mid-block connections also include between the mixed-use buildings on the eastern side of
Main St to provided dedicated access to future development on the rest of Lot 7 to the east.



Main St

Main St is an important element of the development, not only in its role of connecting the
development to Eeenie Creek Drive but to also link the proposed future transit centre to the north
and the surrounding future business, innovation, and residential uses to the South.

With the inclusion of a variety of uses including residential, shops and commercial spaces, Main St
creates an environment that encourages both residents and customers to explore the precinct and
will provide strong pedestrian activation both day and night.

Wide sidewalks, ample seating, and low-level landscaping, shade and feature trees will create a
pleasant and inviting atmosphere.

Village Green

At the core of this new precinct lies the Village Green, a vibrant public space that serves as the
heart of the development. Stretching from the food court end of the existing Noosa Civic retail
centre on Lot 1 and extending to Main St to the east, the Village Green acts as a focus for the
development. It provides a platform for community engagement, cultural events, and social
interactions.

The Village Green plays a significant role in creating an engaging environment that embraces the
natural beauty of the Open Space Area (Covenant J). This integration with the Village Green
enhances the overall aesthetic appeal of the development and allows users to immerse themselves
in the natural surroundings.

The Village Green incorporates features such as substantial shade tree zones, gardens, lawns,
seating areas, elevated areas that offer views of the natural landscape of the retained Open Space
Area (Covenant J), covered connections and a children’s play area.

At its western end the Village Green has an appropriate zone of hard landscaping to provide a space
for substantial community events and incorporates a children’s pop jet fountain. By creating this
expansive open event space, visitors are provided with a connection to the open space area,
fostering a sense of appreciation for the surrounding open space landscape while providing a public
space for events and entertainment.

Village Mixed Use /Bar and Dining Precinct

Uses including shops, bars, food and drink outlets are generally located at ground level primarily
facing the Village Green, Main St and the at-grade northern carpark. Convenience retail shops are
typically located in the Village Green spine around between the travellator/lift access location out
of the basement towards the western end of the Village Green and Main St at the eastern end. This
relationship provides the appropriate sleeving of the supermarket and loading dock on the southern
side of the development.

Other non-convenience type shops are located in the other areas of the Village Green and Main St
and also utilize the laneways between the three central mixed-use pavilion buildings connecting the
Village Green and the northern carpark.

A Bar and Dining precinct has been located at the western end of the Village Green where it makes
best use of its ambiance provided by its adjacency with the Covenant J open space zone both day
and night. This location provides immediate connectivity with the heavily vegetated open space
zone, which in turn provides great protection from the western summer sun as well the benefit of
the immediate overview of the western end of the Village Green especially when in an event mode.


Cinema and Recreation Precinct

The larger building footprints for the cinema and indoor recreation uses have been positioned in the
most appropriate part of the development site being the south-west corner. These uses occupy
both ground and Level 1 space and all are provided with immediate access to vertical transportation
via travellators and lifts to the basement below.

The cinema complex on Level 1 has been purposely located away from the Village Green in a
location that best utilizes the visual benefits created by the sleeving of the balcony accessed
office, indoor sport and recreation tenants.

This horizontal separation in addition to the interplay of various roof heights along the two-level
section of the Village Green substantially reduces the visibility of larger cinema auditoriums. In
addition, the purposeful arrangement of the individual cinemas has been carefully considered to
reduce as much as possible, their appearance above the eaves lines of sleeved building forms
adjacent or below.

The cinema complex is also located as close as practical to the existing Covenant J open space
zone where the 35m tree canopy provides appropriate screening and scale.


Arts and Innovation Precinct

Tenancy space has been provided for these uses on the south-western side of the development
and integrated with the north-south pedestrian elevated spine that interfaces with the Open Space
area in Covenant J. These tenancies step down the site from the Village Green and out to Hofmann
Drive and have a direct level connection to the basement on the south. These uses are provided in
single level structures located under a series of stepped skillion roofs which sleeve the adjacent
larger ground level recreation tenancy.

The stepped falls of the skillion roofs complement the fall of the adjacent elevated walkway and the
stepped skillion roof forms of the adjacent ground level large tenancies, with the vegetation
incorporated in the proposed bio-retention basin at the southern end, they represent an
appropriately scaled Noosa Style pedestrian entrance to the development.

Residential Precinct

Multiple dwelling and short-term accommodation units are generally located on the upper two levels
of the development including overlooking Main St, the Village Green and the landscaped northern
carpark, while another seven units are located at ground level on the southern end of Main St.

Specifically short-term accommodation is primarily integrated with an overview of either the Village
Green or the northern carpark, while long term accommodation is integrated with Main St. In all
instances there is a strong visual and physical connection with adjacent landscaped spaces and
primary pedestrian connections.

The location of the six entry lobbies servicing the residential units has purposely taken into
consideration maximizing pedestrian activation around the site and to use those locations to further
articulate and activate those particular streetscapes.

The four recessed landscaped entries fronting Main St are designed to facilitate greater articulation
in plan form and significantly reduce the apparent length of these buildings when viewed from Main
Street and the Village Green and in doing so respond to the intent of smaller Noosa Style pavilion
type structures.

The remaining two pavilion buildings fronting the Village Green have their lift lobbies located
directly fronting the more intimate laneways connecting the Village Green and the northern carpark
promoting greater pedestrian activation in those laneways during both day and evening.

Business Precinct

Office and other associated uses are primarily provided in the northern area of the site. Two
balcony accessed buildings, connected by a common courtyard, lift and access stairs, are located
facing north to the proposed future transit centre on Lot 24.

The shared access courtyard solution not only provides two smaller pavilion style office buildings
along what is a significant 60m frontage, but it also provides the flexibility of providing two clearly

defined external access points – one from the north via a “Noosa stye” landscaped arbour entry
structure for pedestrians and transit customers and a second entry from the carpark behind the
building.

Again, the arbour style southern entry is connected to a series of landscaped arbours running
across the northern carpark and ultimately connecting via landscaped laneways to the Village Green


Built Form and Materiality – Noosa Style

The mixed-use development integrates into an established site that already celebrates Noosa’s
character, and further enhances this environment by applying the Noosa Design Principles.
Additionally, this approach has been informed by an overarching vision that assimilates adjacent
and future development into the existing landscape and community.

As Noosa architectural style employs a desirable climatic response to the local surrounds, the
opportunity to utilise the natural landscape creates a suitable platform for enjoyable experiences
and interactions within this development. The built form is flanked by natural landform (open Space
Covenant J) and is defined by a pedestrian-friendly street, lanes and civic connecting axis (Village
Green) that extends the connection across all precincts.

With the possibility to experience and interact within the development in a variety of locations, the
built form employs a similar variety in scale and geometry with lightweight composition and
construction. Light can filter through a diverse set of conditions including the existing trees, new
trees, canopies, awnings, roof forms, battening and screening devices.

The architectural elements of the built form are considered not only in geometry, but with suitable
texturing and colour tones.

The design incorporates a variety of details and forms to provide light and shadow so as to break up
building facades. Long facades have been limited to as few as possible and mostly out of public
view. Instead, large open battened/screened private balconies, verandas to the upper level
residential, and external balconies providing common access to business and recreation tenants are
complemented by a variety of skillion roofs with lightweight awnings and eaves overhangs.

There are a variety of wall types and materiality and levels of articulation depending on their
function and location around the development, as well as many different types of screening devices
again dependent on functional uses behind.

The choice of materials also responds to the durability required to withstand the coastal climate,
with materials chosen for their ability to weather the elements. Materials in an urban setting must
comply with specific fire rating requirements but nevertheless materials such as painted aluminium
battening, painted steel structures, profiled metal sheeting, expressed joint/battened fibre cement.
sheeting, and coloured, textured concrete evokes the coastal landscape in an urban setting.

Tying in and further softening the streetscape is the incorporation of signature trees and low-level
landscaping in Main St and the Village Green, landscaping to the other boundary setback areas and
incorporation of adjacent existing Open Space Area (Covenant J) landscape to the experience of
Village Green, cinema lobby and the elevated walkway in the north/south pedestrian easement
adjacent the existing Open Space Area (Covenant J).
