               Flooding
The earthworks balance confirms there is no net impact on flood storage volumes. Required flood
immunity level of 83.94m AHD has been achieved, comprising the 1% AEP level (83.44m) plus a
               0.5m freeboard allowance.
               Roadworks
The roadworks design complies with the engineering plans referenced in the higher order
reconfiguration permit and aligns with NC Planning Scheme Policy 6 – Engineering Standards.
               Waste
A refuse collection vehicle (RCV) turnaround bay has been provided, with bin pads provided where
               necessary.
               Access
Driveway access has been provided for Lot 7.
               Landscaping
The landscaping plans provided are generally in accordance with the conditions of the higher order
approval, with minor outstanding items to be address by providing amended plans prior to the
               prestart.
               Bonding
In the absence of any bonds associated with the higher order approval, it is recommended that a
$30,000 compliance bond be applied to this approval to address the risk associated with the works.
Engineering recognise that the risk associated with these works is low but suggest is cannot wholly
be addressed via just the Plan Seal process.
